REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – SELECTION OF INDIVIDUAL CONSULTANT)

 

Assignment Title: Preparation of Environmental and Social Management Plans (ESMPs) for the establishment of Island Waste Management Centers in Six Selected Islands

 

SAAFU RAAJJE - MALDIVES CLEAN ENVIRONMENT PROJECT

Grant No.: D199-MV

 

The Government of the Republic of Maldives has received financing from the World Bank towards the cost of the Saafu Raajje - Maldives Clean Environment Project for Zone IV and V, and intends to apply part of the proceeds for consulting services to undertake preparation of Environmental and Social Management Plans (ESMPs) for the establishment of Island Waste Management Centres in six selected islands.

The scope of work includes, but is not limited to; the preparation of the ESMP reports for the establishment of waste management systems in the following 6 islands;

1. Th. Buruni
2. Th. Omadhoo
3. Th. Madifushi
4. Th. Kinbidhoo
5. Th. Thimarafushi
6. M. Mulah

 

The ESMP reports shall be produced through consultative process in accordance with Environmental Impact Assessment Regulations (2012) enforced by EPA of the Republic of Maldives, the Environmental and Social Assessment and Management Framework (ESAMF) of the Maldives Clean Environment Project (MCEP) and the “Terms of Reference for ESMP” provided in Annex 1 of the Terms of Reference for the assignment.

The Ministry of Environment and Energy now invites eligible individual consultants to submit their “Expression of Interest” (EOI) for providing the services. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

The TOR for the consulting services has been attached with this REOI and also will be available on the Ministry website www.environment.gov.mv.

The attention of interested consulting individual is drawn to paragraphs 3.14, 3.16, 3.17 and 3.18 of the World Bank Procurement Regulations for Borrowers under Investment Project Financing, dated July 1, 2016, setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Regulations for Borrowers under Investment Project Financing, dated July 1, 2016.

Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by 1330 hrs Maldivian time on April 24, 2018.
