1. The Government of the Republic of Maldives has received financing from the Green Climate Fund (GCF) and intends to apply portion of the financing for eligible payments under the contract for the following projects.

2. The Ministry of Finance and Treasury on behalf of Ministry of Environment and Energy  (the Employer), invites bids from local and international eligible and qualified bidders for the following projects.

3. The Works to be performed under this Contract includes, but is not necessarily limited to Construction/Installation of Water Supply Network with Boreholes, Water Collection Tanks, RO Plant Unit, Storage Tanks and an Office/Administration Building and other related works.

4. International competitive Bidding (ICB) will be conducted in accordance with the Public Finance Regulation of Maldives, single stage one envelope bidding procedure.

5. The Bidder shall be registered to submit a bid upon payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand Five Hundred) for each project from 26^th November 2017 to 07^th January 2018 between 0830hrs and 1300hrs on all working days. A complete set of bidding documents in electronic format shall be available for download from the Ministry of Finance and Treasury website www.finance.gov.mv

6. The Bid security shall be valid for 148 days from the date of bid opening. The amount of performance security shall be 10% of contract price. An advance payment of 15% of contract price will be provided upon submission of an advance payment guarantee

7. A pre-bid meeting will be held on 10^th December 2017, Sunday at 11:00 hours Maldivian time at the Ministry of Finance and Treasury. Any clarifications to the project may be sent to the address in clause 9 of this invitation for bids on or before 1300 Hours Maldivian Time on Thursday, 14^th December 2017.

8. Bids Shall be Valid for a period of 120 days from the date of Bid of Opening and shall be delivered to the Ministry of Finance and Treasury at the address specified in the clause 9 of this Invitation for Bids, on or before 1100 hrs, Maldivian Time on 08^th January 2018, at which time they will be opened in the presence of the Bidders who wish to attend the bid opening. Late bids will be rejected.
