The Government of Republic of Maldives has received a credit from the International Development Association (IDA) towards the cost of the Maldives PFM Systems Strengthening Project (PSSP), and intends to apply part of the proceeds of this credit to payments under contract for the services of a Developer for the Design and Development of Public Procurement portal.

 

The objective of this assignment is to help the Government of Maldives (GoM) in strengthening and enhancing the transparency, accountability, and public participation of the current Public Procurement system by developing an easily accessible, manageable and a user-friendly portal.

 

The Developer shall have the following qualification, experience and technical know-how.

  • Bachelor’s Degree or higher in Software engineering (or in any related discipline).
  • Worked in at least 2 major web/portal/application development projects in past 3 years.
  • Experience in web development using both Dhivehi and English Language.
  • In-depth knowledge in HTML, CSS, PHP, Javascript, JQuery, AJAX, Apache Server, SQL, MySQL, Bootstrap and other relevant open source web development related tools.
  • In-depth Knowledge in Web Services.
  • In-depth Knowledge in web development using MVC pattern.
  • In-depth Knowledge in Database design and development.

 

The Ministry of Finance and Treasury, now invites interested eligible individuals to submit their Expressions of Interest (EoI). Interested Candidates must provide a CV including information that demonstrates that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.) and a proposed quote for the development works.

 

 

The individual will be selected based on the qualification and experience, in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD loans and IDA credits and grants by World Bank Borrowers, January 2011, revised July 2014.

 

The assignment is anticipated to be completed within 8 weeks. The support services shall run till one (1) year after launching the portal. The assignment is expected to commence in November 2017.
