Request for Expressions of Interest (Individual Consultant)
The development of a quality assurance framework, named as the School Improvement, Quality Assurance & Accountability Framework (SIQAAF or SIQAA Framework) has been one of the most important and innovative policy initiatives in the Maldivian school system with the focus on improving and ensuring school quality. The Child-friendly Baraabaru School (CFBS) quality indicators was developed as an evaluative tool for addressing all key quality dimensions in the schools (MoE, 2010).
The SIQAA framework will support the Ministry of Education, the Maldivian schools, and their communities to identify and implement a shared vision for school improvement to create successful schools. All schools can use the SIQAA Framework to improve their performance by engaging the school community and their peers in a cycle of performance feedback that includes performance planning, self-evaluation, review, and performance reporting.
The implementation of the new framework will take a phased approach where selected schools will start piloting the arrangements in early 2018. However, an implementation policy and operationalization plan is required to enable consistent implementation across all schools.
Thus, the Quality Assurance Department (QAD) seeks a specialist/ local individual consultant for the development of an implementation policy and operationalization plan for the school improvement, quality assurance & accountability framework
Interested eligible Individual Consultants are invited to an information session (non-compulsory) to be held on 30th July 2017, 11:30 am at G.Edhuruhiyaa 9th Floor. However, please note that Expression of Interest is NOT LIMITED to the individuals who attend the information session for the following position.
The Expressions of Interest need to be submitted along with the Curriculum Vitae, relevant reference letters, attested copies of validated documents supporting the candidate’s educational qualification and experience, and the attested copy of ID card/Passport on 3rd August 2017, at 13:00 hrs. for the following position. The applications would not be processed if attested and validated documents supporting the candidate’s qualification and experience are not submitted
Overall Objective:
The overall objective of the intervention is to provide the enabling environment, tools, and skills to operationalize the SIQAA framework so that students’ learning outcomes are improved.
Specific Objectives:
The specific objective of this proposed intervention is to:
1) Review and revise SIQAAF.
2) Develop an operationalization plan.
3) Translate the framework (which is written in English) into Dhivehi.
Time frame and Terms of Payment:
- Time Frame: 2 months (Starting from 10th August 2017 till 10th October 2017).
- Terms of Payment: Full amount to be paid upon receiving formal acceptance of completion in writing from QAD within 30 days.
