Saafu Raajje – Maldives Clean Environment Project

The Government of the Republic of Maldives has applied for financing in the amount of US$ 17.5 million equivalent from the World Bank toward the cost of the Saafu Raajje – Maldives Clean Environment Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

 

The project is structured into four components, as detailed below:

 

Component 1: Strengthening and streamlining National SWM Policy Framework and its Implementation. This component is further divided into three sub-components as follow;

 

1A: Technical Assistant to support GoM efforts to address current challenges to effective solid waste management in the country.

 

1B: Technical Assistance to finance the necessary studies and analysis to prepare the investments for the RWMC and IWMCs in Zone 4 & 5, such as feasibility studies, environment and social impact assessment and management plans and tender documents, including a review of the tariff structure for Waste Management Corporation Limited (WAMCO).

 

1C: This subcomponent will finance the capacity building measures for key institutions with specific responsibilities in the waste sector, such as Ministry of Environment and Energy (MEE), Environmental Protection Agency (EPA), Atoll Councils, Island Councils and WAMCO, etc. The actual measures and activities will be determined based on a through and detailed capacity assessment of each institution.

 

Component 2: Improving Regional Waste Management Systems in selected zones (Zone II, Zone III and IV). This component is further divided into two sub-components as follows;

 

2A: This sub-component will support investment activities in Zone II for operationalization of the facilities created under MEMP in Vandhoo Regional Waste Management Facility. When the Bank finance MEMP closed on June 30, 2016, there were some activities at the RWMC in R. Vandhoo and some island level activities that were not completed due to lack of funding. To ensure the system established in Zone II under MEMP is fully functional and remains integrated as designed, this sub-component will finance the activities that need to be completed in Vandhoo RWMC. These activities will include provision of additional equipment, augmentation of storage facilities and access roads on the site.  

 

2B: This sub-component will be designed based on the outcome of the various studies for the integrated waste management system described in 1B. Tentatively, it is envisaged that this sub-component will fund selected recommended investments to support establishment of a new common RWMC for Zones IV and V. The component will also (i) finance an interim O&M international contractor to partner with WAMCO; and (ii) pilot two auctions to explore the potential for scaling up a recyclable program for key streams like plastics and metals – cans, roofing sheets, etc.

 

Component 3: Improving Island Waste Management Systems in selected zones (Zone II, Zone IV and IV). This component is further divided into two sub-components as follows.

 

3A: This sub-component will support island level waste management activities in Zone II. This includes the supply of collection and transportation equipment and vehicles and some mobilization actions for Zone II to facilitate improved capacity utilization of the existing RWMC constructed in Vandhoo under the MEMP

 

3B: This sub-component will fund the preparation and implementation of Island Waste Management Plans (IWMPs) across atolls in Zone IV and V, following a framework approach. It is expected that all potentially eligible islands in these 2 zones can be supports as some islands in Zone V (Laamu Atoll) are already supported to a limited extent under GoM program - LECReD

 

Component 4: Project Management and Capacity Building. This subcomponent will finance the staff consultants and setting-up and operations of the MCEP PMU.

 

 

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for Borrowers under Investment Project Financing dated July 2016.

 

Specific Procurement Notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket Ministry of Finance and Treasury’s website www.finace.gov.mv; Ministry of Environment and Energy’s website www.environment.gov.mv and national gazette of Maldives.

 

Prequalification of suppliers and contractors will be required for the following contracts;

  1. Consultancy services for feasibility study of an Integrated Solid Waste Management System for Zone IV and V,
  2. Consultancy services for Best Practicable Environmental Options Study (BPEO) for Zone IV and V,
  3. Consultancy service for an Environment and Social Impact Assessment for the Regional Waste Management Centre and the establishment of Island Waste Centers in Zone IV and V,
  4. Consultancy service for the development of a tariff structure for WAMCO,
  5. Supply and Delivery of waste management equipment for Island Waste Management Centers in Zone II, Zone IV and V,
  6. Supply and Delivery of waste transport vehicles for the islands in Zone II, Zone IV and V,
  7. Design, supply, delivery and installation of waste treatment and disposal systems for the Regional Waste Management Facility
  8. Supply and delivery of equipment for the Regional Waste Management Facility
  9. Design, supply and delivery of waste transfer vessels
  10. Design, supply and delivery of a monitoring vessel for EPA
