INVITATION FOR BIDS   

  Establishment of Island Waste Management Centres (IWMC’s) in Ha. Dhidhdhoo

1. The Government of the Republic of Maldives has received financing from the OPEC Fund for International development (OFID) and intends to apply portion of the financing for eligible payments under the contract for Establishment of Island Waste Management Centers (IWMC’s) in Ha. Dhidhdhoo

2. The Ministry of Environment and Energy (MEE), now invites sealed Bids from eligible and qualified Bidders for the works given below.  Bidding is open to all bidders who fulfill qualification requirements given in Section 6A of Bid document, briefly stated below.The work to be performed under this Contract includes, but is not necessarily limited to, construction of Island Waste Management Centre according to the Bill of Quantities, Drawings and Technical Specifications in order to establish a proper and an efficient waste management system in the islands that are locally appropriate, environmentally sound and financially viable.

3. The Bidder shall furnish a Bid Security of the amount MVR 10,000 of this Invitation for Bidswhich shall be valid for 28 days beyond the validity of the Bid. The Amount of Performance Security required under the contract shall be 5% of the Contract Price. An Advance Payment of 10% of the contract price shall be provided upon submission of an Advance Payment Guarantee.

4. Interested eligible bidders may register by emailing to OFID Project Management Unit to the email address given at clause 9 ([email protected]). Bidders must register before submission of proposal. Last date for registration will be 22^nd March 2017. Bidders who do not register by this date will not be eligible to submit their bid proposal.

5. Pre-bid meeting will be held on March 23, 2017, Thursday at 1000hours Maldivian time at the Ministry of Environment and Energy.  

6. Bid opening Bids Shall be Valid for a period of 90 days from the date of Bid of Opening and shall be delivered to the Ministry of Environment and Energy at the address specified in the clause 9 of this Invitation for Bids, on 1300hrs, Maldivian time on April 13, 2017, at which time they will be opened in the presence of the Bidders who wish to attend the bid opening. Late bids will be rejected.

7. International Competitive Bidding (ICB) will be conducted in accordance with the OFID Procurement Guideline (November 1982), Single Stage One envelope bidding procedure.
