REQUEST FOR EXPRESSIONS OF INTEREST

Climate Change Adaptation Project (CCAP)

The Government of the Republic of Maldives has received grant funds from multi-donor Climate Change Trust Fund, administered by the World Bank, towards the cost of Climate Change Adaptation Project (CCAP), and it intends to apply part of the proceeds of this grant for the services of Internal Auditor for CCAP.

The main objectives of the Internal Auditor is to: (1) appraise the overall financial management and procurement systems, including internal controls, compliance with financing agreements and financial regulations of the Government of Maldives, and accounting and procurement procedures; (2) evaluate the overall performance (physical progress against financial progress) of the project; (3) identify potential risk areas and mitigation of those risk areas by improving the effectiveness of valid accounting and procurement procedures, and (4) to prepare an audit program covering the entire project on an bi-annual basis.

The Ministry of Environment and Energy now invites eligible firms to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, general qualifications and number of key staff and so forth). 

The attention of interested firms is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, Revised July 2014, setting forth the World Bank’s policy on conflict of interest.

A firm will be selected in accordance with the Least Cost selection method set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, Revised July 2014.
