The Government of Maldives (“GOM”) represented by the Ministry of Tourism (“MOT”) invites eligible international firms, companies or partnerships with a global reputation and proven track record of investment sales services to submit their Proposal for one or both projects specified below;

Project A – To find investors to develop, as per minimum set development guidelines, lagoons and or reefs as identified by the Government for the purposes of tourism and or real estate.

Project B – To find an investor or investors to develop a Cruise Terminal and Yacht Marina at Hulhumale’ Second phase.

Selection Criteria

1. Must be an international firm, company or partnership with a global reputation and proven track record of investment sales.
2. Must be able to demonstrate ability to bring investors into the Maldives.
3. Must have been involved in investment sales of over USD 500 million over the past 3 years on similar tourism, hospitality or real estate projects.

In choosing a party preference shall be given to a party as follows;

1. A party which proposes a Success Fee as opposed to a Front End Fee.
2. The level of fee proposed.
3. Demonstrating ability to find a suitable investor within an acceptable timeframe.

Composition of Proposal

Letter of Application- indicating Name, title address and telephone number, email of the Principal who will serve as the Contact for this project and make decisions for the firm on contractual matters.

Company Profile- details of the firm, company or partnership profile, expertise, resource capacity  and brief background of senior management personnel.

Experience- documents providing proof of experience in similar projects including performance in projects of a similar nature involved in investment sales (with value) over the past 3 years and clients who may be contacted for further information.

Fees- Proposed fee with details.

Language of Proposal

The proposal must be written in English.

Submission of Proposal:

All Proposals shall be submitted in enclosed envelope marked according to the Project as follows;

Date of Closure for Receipt of Proposals:

The Date of Closure for submission of RFP is 7 (seven) working days from the date of publication of RFP on Government Gazette. Proposals will be accepted during working days as follows;

Time: 0830-1400 hours

Location: Ministry of Tourism, 5th Floor Velaanaage, Male’, Maldives.

Opening of Proposals:

The proposals received will be opened only after the closing date.

Disqualification:

If, at any time in the proposal process, the Evaluation Panel concludes that there is a breach of the procedures, terms and conditions and requirements set out in this document the Proposal/s may be disqualified for that reason.

The Winning Proposal

The Evaluation Panel will select the winning proposal based on the evaluation criteria and other requirements detailed in the RFP.
