REQUEST FOR EXPRESSION OF INTEREST (REOI)

1. The Republic of Maldives has received financing from the Islamic Development Bank (IsDB) toward the cost of the Maldives Fish Sector Capacity Strengthening Project, and intends to apply part of the proceeds of this financing to eligible payments under the contract for consultant services of an Individual Consultant for which this Request for Expressions of Interest (REOI) is issued.

2. The services under this assignment include providing financial management advisory and oversight services for the Project in accordance with the Islamic Development Bank (IsDB) Procurement Policies and Procedures and the financial management arrangements agreed between IsDB and the Government of the Republic of Maldives.

3. The Financial Management Specialist will be responsible for overall financial day-to-day management and coordination of the Project, including budgeting, accounting, internal controls, financial reporting, preparation of withdrawal applications, disbursement monitoring, audit facilitation, and ensuring compliance with project financial covenants and national regulations.

4.The assignment is full-time and based at the Ministry of Fisheries, Agriculture and Ocean Resources, Malé, Republic of Maldives. The initial contract period shall be three (3) years, with possible extension subject to satisfactory performance and project requirements.

6.The Ministry of Fisheries, Agriculture and Ocean Resources now invites eligible individual consultants (local) to express their interest in providing the above-mentioned services. Interested consultants shall provide information demonstrating that they are fully qualified to perform the services.

7.The Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the IsDB Procurement Policies and Procedures (April 2019, revised February 2023). Shortlisting will be based on the evaluation of CVs and supporting documents submitted in accordance with the attached ToR.

8. The attention of interested individual consultants is drawn to Part 01, Chapter 01, Clauses 1.12.1 and 1.12.2 of the IsDB Procurement Guidelines (April 2019, revised February 2023) setting forth the IsDB’s policy on conflict of interest.

9. Interested individual consultants may obtain further information at the address below during office hours from 08:00 to 14:00 hours (local time).

10. Expressions of Interest, accompanied by a signed CV and supporting documents demonstrating the applicant’s qualifications and relevant experience, must be submitted either by email or in person to the address provided below no later than 13:00 hours (local time) on 25 November 2026.
