1. The Ministry of Education, Higher Education and Skills Development has received financing from the World Bank toward the cost of the Maldives Atolls Education Development Project – AEDP (P177768), and intends to apply part of the proceeds toward the contract for Procurement IT Hardware and Equipment for Virtual Booths, Material Recording Booth, and Hybrid Training Room.

2. The Ministry of Education, Higher Education and Skills Development now invites sealed Bids from eligible Bidders to deliver the goods within forty-five (45) days from the date of signing of the Contract.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing- Goods, Works, Non-Consulting and Consulting Services, November 2020 introduced by the Bank under the Procurement Framework (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. The procurement comprises three (3) Lots, as follows:

• • Lot 1 – Computer Systems, Laptops and Tablet Device
  • Lot 2 – AV, Storage, Accessories and UPS Equipment
  • Lot 3 – Antivirus Software

Bidders may submit a Bid for one or more Lots. Each Lot will be evaluated and awarded independently in accordance with the Bidding Document.

5. All interested bidders are required to register via theBid Registration Form Link: forms.moe.gov.mv, on or before 25^th October 2026, by 1200 Hours. Only registered bidders are eligible to submit the bid.

6. Interested eligible Bidders may obtain further information by writing to [email protected], and inspect the bidding document before 19^th October 2026 by 1200 Hours.

7. Evaluation would be conducted in 3 Stages as follows:

• 01^st Stage - Technical Evaluation (All the proposed items shall meet the MOE requirements)
• 02^nd Stage - Post Qualification Evaluation (Financial and Experience) 
• 03^rd Stage - Price Evaluation

Bidder must pass in all the above-mentioned Evaluation Stages in order to win the Bid.

8. Bids must be delivered to the address below on 26^th October 2026, 1100 Hours Maldives Time. Electronic Bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 26^th October 2026, 1100 Hours Maldives Time.

Bid Security shall be provided as follows:

• Lot 1: MVR 7,500.00 (Seven Thousand Five Hundred Maldivian Rufiyaa)
• Lot 2: MVR 2,000.00 (Two Thousand Maldivian Rufiyaa)
• Lot 3: MVR 500.00 (Five Hundred Maldivian Rufiyaa)

Where a Bidder submits a Bid for more than one Lot, the Bid Security shall be for the aggregate amount applicable to the Lots for which the Bidder submits a Bid.
