Contract Title: Consultancy Firm for the Development of Questionnaires on Socio-Emotional Skills for the National Assessment of Learning Outcomes

1. The Government of Maldives has received financing from the World Bank toward the cost of the Maldives; Atolls Education Development Project (AEDP) and intends to apply part of the proceeds for consulting services.

2. The consulting services (“the Services”) includes, Consultancy Firm for the Development of Questionnaires on Socio-Emotional Skills for the National Assessment of Learning Outcomes

3. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

4. The Ministry of Education now invites eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• The firm must have successfully completed at least two (2) similar assignments involving the development, adaptation, validation, or evaluation of questionnaires or assessment instruments.
• The firm must demonstrate experience in developing questionnaires or assessment instruments for children and/or adolescents, preferably within an educational setting.
• The firm must demonstrate experience in pilot testing, item review, reliability and validity analysis, and refinement of assessment instruments.
• The firm shall propose a multidisciplinary team comprising of a qualified:

1. Team Leader (with a Master’s Degree in Psychology or Educational Psychology or Developmental Psychology, or a related field)
2. Team member (at least a Master’s Degree in Psychology or Educational Psychology or Developmental Psychology, or a related field)
3. Team member (a Master’s Degree in Statistics or Educational Measurement and Evaluation or a related field, with relevant expertise in statistical analysis and/or educational assessment)

 5. Interested consultancy firms/institutions shall submit supporting documents demonstrating their qualifications and compliance with the specified eligibility criteria.

 6. Technical and Financial information will not be evaluated at the Firm/Institution shortlisting stage

7. The attention of interested Firm is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

8. The Firm may associate with other firms to enhance their qualifications but should indicate clearly whether the  association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

9. A Firm will be selected in accordance with the Consultant’s Qualification-Based Selection (CQS) method set out in the Procurement Regulations.
