INVITATION FOR BIDS
Development & Implementation of the National Payment Switch
1. Payment Maldives Private Limited (Payment Maldives) is a dedicated legal entity fully owned by Maldives Monetary Authority (MMA), the central bank of the Republic of Maldives, established in accordance with the National Payment System Act (8/2021). The company is registered under the Companies Act (7/2023), for the primary objectives of building an efficient, inclusive payment infrastructure that drives national economic growth and fosters financial inclusion.
2. Payment Maldives is seeking a qualified technology partner to supply, develop, customize, implement, integrate, and a proven National Payment Switch, in line with the specifications and requirements set out in this Request for Proposal (RFP).
3. The detailed RFP outlining the full scope of work, functional and technical requirements will be shared with the registered bidders who declare their interest to participate in the bid before the registration deadline. Please ensure the document is thoroughly reviewed prior to the submission of bid documents.
4. All qualified parties are invited to register their interest in this bid by submitting the following details to [email protected], before 15:00 hours (Maldives Time) of 8th October 2026, Thursday.

5. The RFP will be shared with the registered bidders by 1600hrs (Maldives Time) of 8th October 2026, Thursday.
6. Bidders requiring any clarification of the Bidding Documents, shall email their queries to [email protected] before 14:00 hours (Maldives Time) of 22nd October 2026 (Thursday). The response to clarifications shall be provided by Payment Maldives before 1400 hours (Maldives Time) of 25th October 2026 (Sunday).
7. All bid documents must be submitted online. The details for submission will be shared along with the RFP to the registered bidders.
