INVITATION FOR BIDS   

Project Number: TES/2026/W-018

 1. The Ministry of Finance and Public Enterprises, on behalf of Ministry of Infrastructure, Housing and Urban Development (“the Employer”), wishes to invite sealed bids from eligible and qualified bidders for the Development of 50-Beds Psychiatry Hospital in Hulhumale'.

 2. International Competitive Bidding (ICB) will be conducted in accordance with the Public         Finance Regulation (Regulation No. R-158/2023) of Maldives. Qualifications requirements are stated in the Bidding Document.

 3. The following guidelines and policies shall be applicable for this procurement;

•  “Foreign Direct Investment Policy” by Ministry of Economic Development and Trade.
• “Construction Industry Contractor’s Regulation” by Ministry of Infrastructure, Housing and Urban Development

Participation in this tender shall be limited to contractors registered under GC01 of the registry and holding Grade 1, 2, 3, 4, 5, 6, or 7.

 4. Interested bidders shall register with the Ministry of Finance and Public Enterprises, between 23^rd  September 2026  to 20^th October 2026, between 0800hrs and 1400hrs on all working days by: (a) payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand Five Hundred) or USD 100.00, through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/)    and, (b) e-mailing the following information  to the below given e-mail addresses:

• Name and Address of the Bidder
• Name, e-mail ID and telephone numbers of the Contact Person(s)

Copy of the Payment/Transaction Receipt.

5. A complete set of bidding documents and related documentation is available from 24^th September 2026 on the Ministry of Finance and Public Enterprises website www.finance.gov.mv for downloading free of cost. The Employer shall not be liable for any information not received by the Bidder. It is Bidder’s responsibility to verify the website for the latest information related to this Bid.

6. The Bidder shall furnish a Bid Security in the amount of MVR 864,000.00 (Maldivian Rufiyaa Eight Hundred Sixty-Four Thousand Only). The Bid Security shall be valid for 28 days beyond the validity of the Bid.

7. A pre-bid meeting will be held online, at 10:00:00 hours Maldivian Time on Wednesday on 7^th October 2026. Details are provided in the Bidding Document.

8. Any clarifications to the project may be sent to the address in clause 11 of this invitation for bids on or before 13:00:00 Hours Maldivian Time on Thursday, 8^th October 2026.

9. Bids for this project should be submitted on or before 13:00:00hrs Maldivian Time on 25^th October 2026 through Beelan Portal. Bids received for this project will be opened on 11:00:00hrs Maldivian Time on 26^th October 2026.

10. All bidders must complete their Beelan portal bidder registration process before 3 (three) business days prior to bid submission deadline. A guide for the submission of bids through the portal is available on the Beelan Portal (https://beelan.finance.gov.mv/). It is the responsibility of the consultants to complete all matters of bidding in accordance with the information contained in the guide. No bids will be accepted other than the bids submitted through the Beelan Portal.
