The Ministry of Fisheries, Agriculture and Ocean Resources has received financing from the World Bank towards the cost of the Transforming Fisheries Sector Management in South-West Indian Ocean Region and Maldives Project and intends to apply part of the proceeds toward payments under the contract for Hiring a consultant for Technical Capacity Building and Proposal Preparation Support Consultant for the Matching Grant Scheme. (Individual Consultant).

The Ministry of Fisheries, Agriculture and Ocean Resources now re-invites eligible Individual Consultants to submit proposal. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Required Documents;

Interested Consultants must submit the following documents/information to demonstrate their qualifications, experience, and responsiveness to this TOR:

• Letter of Expression of Interest 
• Copy of National Identity Card 
• Curriculum Vitae (CV) 
• Copies of accredited education certificates 
• Evidence of similar assignments completed: 
• A detailed list of similar assignments conducted as proof of evidence. Evidence may be reference letters/ work completion letters as well as contracts successfully concluded.  
• Maximum 5 pages describing methodology and work schedule. 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” first published July 2016 and revised February 2025, sixth edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Interested Consultants shall be registered to submit a bid. Registration will be open from the time of the publishing of this invitation until, 30^th August 2026 14:00hrs via email to [email protected] stating Reference No. of this Invitation, Project Name, Consultants Name, email address and contact number. This consultancy is only open for registered parties. 

Information Session will be held on 27^th August 2026 at 11:00 hours (Maldives Time) to provide overview on the terms of reference and to respond to any queries. Attendance at the session is session is strongly encouraged.
