REQUEST FOR EXPRESSION OF INTEREST

1. The Government of Maldives has received financing from the World Bank toward the cost of the Maldives; Atoll Education Development Project (AEDP) and intends to apply part of the proceeds for consulting services.

2. The consulting services (“the Services”) includes all the tasks related to Data analysis and report writing of NALO 2026. The assignment is to be approximately for a period of 12 (Twelve) weeks.

3. The detailed Terms of Reference (TOR) for the assignment is attached with this announcement.

4. The Ministry of Education, Higher Education and Skills Development now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are:

  • A minimum of Master’s Degree in Statistics/ Education/Assessment and Evaluation, or in a related field, (a higher qualification in Statistics/ Education/Assessment and Evaluation, or in a related fields will be considered an advantage),
  • Successful completion of at least two similar assignments, each with a minimum duration of three months, involving statistical analysis using software such as STATA, SPSS, SAS, ConQuest, or other statistical, psychometric, or econometric software. Additional relevant experience will be considered an advantage
  • Prior experience in analysis and report writing preferably for the education sector,
  • Strong organization, co-ordination and teamwork skills,
  • Excellent verbal and written communication skills in English, and the ability to prepare high-quality reports in English,
  • Proficiency in the use of MS Office, advanced statistical software, Google products, and the internet.

5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

6. A Consultant will be selected based on the EOI submitted and Interview process.
