1. The Ministry of Education, Higher Education and Skills Development has received financing from the World Bank toward the cost of the Maldives Atolls Education Development Project – AEDP (P177768), and intends to apply part of the proceeds toward the contract for Procurement IT Hardware and Equipment for Virtual Booths, Material Recording Booth, and Hybrid Training Room.
2. The Ministry of Education, Higher Education and Skills Development has now invites sealed Bids from eligible Bidders to deliver the goods within 45 days (earliest delivery date) of contract signing.
3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing- Goods, Works, Non-Consulting and Consulting Services, November 2020 introduced by the Bank under the Procurement Framework (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. All interested bidders are required to register via theBid Registration Form Link: forms.moe.gov.mv, on or before 20^th August 2026, by 1200 Hours. Only registered bidders are eligible to submit the bid.
5. Interested eligible Bidders may obtain further information by writing to [email protected], and inspect the bidding document before 18^th August 2026 by 1200 Hours.
6. Evaluation would be conducted in 3 Stages as follows:

• 01^st Stage - Technical Evaluation (All the proposed items should meet the MOE requirement)
• 02^nd Stage - Post Qualification Evaluation (Financial and Experience) 
• 03^rd Stage - Price Evaluation

Bidder must pass in all the above-mentioned Evaluation Stages in order to win the Bid.

1. Bids must be delivered to the address below on 24^th August 2026, 1100 Hours Maldives Time. Electronic Bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 24^th August 2026, 1100 Hours Maldives Time. All Bids must be accompanied by a Bid Security of MVR 10,000.00 (Ten Thousand).
