Digital for All invites organisations across the Maldives to express interest in supporting the delivery of digital capability and AI literacy programmes — from startups and training providers to councils, schools, companies and NGOs.

We welcome interest from organisations of all sizes, including startups, training providers, community organisations, councils, schools, companies, NGOs and other institutions with relevant expertise, local reach, facilities, personnel or community networks.

This is a rolling Expression of Interest, and organisations may apply at any time throughout the year. Submissions received by the first review deadline will be considered for the initial phase of delivery partner engagement.

Organisations do not need to have all delivery arrangements in place at the time of application. The Expression of Interest is intended to help Digital for All understand how different organisations may be able to contribute and what support they may require to participate. Submission is non-binding and does not create any contractual commitment.

Why we are inviting delivery partners

Digital for All is designed to reach people across every atoll. This requires a broad network of organisations that understand their communities, sectors and local contexts. Delivery partners may help organise learning, reach participants, provide facilitators, host sessions, support logistics or contribute specialist knowledge.

The purpose of this call is to identify organisations that may be interested in contributing and to understand the support they would need to participate.

Who can express interest?

Expressions of Interest are open to organisations such as:

• startups and small businesses;
• training providers;
• schools, colleges and higher education institutions;
• island and city councils;
• women development committees;
• government institutions and state-owned enterprises;
• NGOs and community organisations;
• youth and women's organisations;
• industry associations and employers; and
• organisations supporting senior citizens, persons with disabilities or other priority groups.

Previous experience delivering a national programme is not required. Organisations may still express interest if they have relevant local reach, sector knowledge, facilities, staff or community relationships.

How organisations can contribute

Organisations may support Digital for All in one or more ways.

Deliver learning

• nominate staff or facilitators for training;
• organise learning sessions;
• support practical activities;
• provide participant guidance; or
• help deliver programmes in Dhivehi or English.

Reach communities

• connect the campaign with local communities;
• mobilise participants;
• support delivery in specific islands or atolls;
• reach particular population groups;
• support engagement with senior citizens and other groups who may benefit from additional language assistance;
• provide support in local dialects where this would improve understanding and participation; or
• coordinate with councils, women's development committees, schools, employers or community organisations.

Provide facilities or resources

• provide training venues;
• provide devices or computer labs;
• provide internet connectivity;
• support travel or transport;
• provide accessibility support; or
• contribute other useful resources.

Contribute expertise

• support content review;
• provide sector-specific examples;
• contribute digital, AI or cybersecurity knowledge;
• support localisation into Dhivehi and local dialects where appropriate;
• help make learning more accessible and easier to understand; or
• support monitoring and participant feedback.

What support may be available?

Depending on the proposed role, selected organisations may receive orientation to Digital for All, Training of Trainers, approved learning materials, facilitator guidance, delivery tools, technical support, assessment guidance, monitoring and reporting templates, and support to prepare for programme delivery.

Not every organisation is expected to already have trained facilitators, complete learning materials or all required equipment.

What information do we need?

The initial Expression of Interest will ask for:

• organisation name and type;
• contact details;
• a short description of the organisation;
• locations where the organisation operates;
• groups or communities the organisation can reach;
• how the organisation may be able to contribute;
• available staff, facilities or resources;
• relevant previous experience, if any; and
• support the organisation may require.

Supporting documents are not required at the initial Expression of Interest stage unless specifically requested.

What happens after submission?

Future Institute will review the Expressions of Interest and map potential partners by location, capacity, population group and proposed contribution.

Some organisations may be contacted for a discussion, additional information, a capacity assessment, facilitator nomination, Training of Trainers, pilot delivery or future partnership opportunities.

Submitting an Expression of Interest does not guarantee selection, funding, training or programme allocation. Organisations selected for actual programme delivery will complete the required onboarding and enter into a separate written agreement.

Programme standards

All approved Digital for All learning must align with the National Digital and AI Competency Framework, N-DAC 1.0. Approved delivery partners will use the campaign's learning outcomes, materials, assessment requirements and quality standards.

Facilitators must complete the required Training of Trainers and receive approval before delivering Digital for All programmes.

A non-binding Expression of Interest

This Expression of Interest is non-binding. Submitting an Expression of Interest:

• does not create a contractual relationship;
• does not appoint the organisation as a delivery partner;
• does not guarantee funding or programme allocation;
• does not require the organisation to accept a future opportunity; and
• does not authorise use of the Digital for All name or logo.

Any formal partnership will be agreed separately in writing.

How to express interest

Organisations may express interest by completing the Digital for All Delivery Partner Expression of Interest Form. The form asks for brief information about the organisation, where it operates, how it may contribute and what support it may require. A detailed proposal is not required at this stage.

Organisations may optionally attach an organisational profile or other relevant information.

Submissions received by the first review deadline will be considered for the initial round of delivery partner engagement. Later submissions will remain active and may be reviewed for future delivery opportunities.
