1. Introduction
Male’ Water and Sewerage Company Pvt. Ltd. (MWSC) invites proposals from qualified parties for the HRMS Project to implement an integrated digital platform to streamline and automate core HR functions, replacing manual processes with a centralized, efficient system. It covers deployment, data migration, testing, training, and go-live, with post-implementation support to ensure stability and user adoption, ultimately improving efficiency, governance, and user experience.
2. Scope of Service
The selected vendor shall provide end-to-end implementation and deployment of the proposed Human Resource Management System (HRMS), ensuring alignment with organizational requirements, integration with existing systems, and successful adoption by users. The scope of work includes, but is not limited to, the following:
- Adherence to requirements listed in ANNEX 1: Software Requirements Specification Table by submitting the filled table along with the proposal.
- Product Deployment & Configuration
· Install, configure, and deploy the HRMS in the MWSC provided hosting environment.
· Configure all agreed modules.
· Customize workflows, approval hierarchies, and business rules as per organizational policies.
· Ensure system integration with required platforms (ERP, Azure).
· Set up user roles, access controls, and security configurations.
- Data Migration
· Perform data assessment and mapping from existing systems to the new HRMS.
· Provide data migration templates.
· Assist MWSC team in data migration activities (cleanse, validate, transform, loading to templates).
· Conduct data reconciliation and validation post-migration.
- User Acceptance Testing (UAT)
· Prepare UAT strategy, test plans, and test scripts aligned with business processes.
· Support execution of UAT with business users.
· Track, document, and resolve defects identified during UAT.
· Obtain formal UAT sign-off from authorized stakeholders.
- Training & Knowledge Transfer
· Develop comprehensive training materials (user manuals, quick reference guides, videos).
· Conduct role-based training sessions.
· Ensure knowledge transfer to internal IT and HR teams for system administration and support.
· Deliver training attendance records and feedback reports.
- Go-Live Preparation & Execution
· Develop a detailed go-live plan, including cutover strategy and checklist.
· Conduct final system validation and readiness assessment.
· Provide on-site/remote support during go-live.
· Ensure minimal disruption to business operations.
- Post Go-Live Support (Hypercare & Maintenance)
· Provide dedicated hyper care support for an agreed period post go-live.
· Monitor system performance and resolve issues promptly.
· Address user queries, defects, and system stabilization needs.
· Deliver periodic system performance and support reports.
- Documentation & Deliverables - The vendor shall provide the following deliverables:
· Project Plan and Implementation Timeline
· System Design & Configuration Documentation
· Data Migration Strategy
· UAT Plan, Test Scripts, and Sign-off
· Training Materials and User Guides
· Go-Live Plan and Cutover Checklist
· Post Go-Live Support Plan
· System Administration and Technical Manuals
· Final Project Closure Report
3. Eligibility Criteria & Requirements
Interested and qualified vendors wishing to undertake this project shall meet the following requirements and submit the relevant supporting documents:
· The vendor shall furnish a bid security in the amount of MVR 5,000/-
· Business Registration Certificate at Economic Ministry
· GST Registration Certificate
· Company Business Information Sheet (Economic Ministry), Generated within 1 month from the Bid submission deadline
· Eligible vendors must provide references from previous clients for projects of a similar nature. Specifically, vendors must furnish evidence of successful implementations of similar projects within the past five years, underscoring their capacity to deliver results consistently.
· Eligible vendors must adhere to ethical standards and exhibit a satisfactory past performance, free from any allegations or instances of corruption, fraudulence, or other unethical business practices.
· Familiarity with industry best practices and standards in HRMS solutions and customization is considered indispensable, ensuring alignment with established norms and benchmarks within the field.
· Eligible vendors must have sufficient resources, including project managers, technical consultants, developers, and trainers, to dedicate to the project.
· Availability of resources for both onsite and offsite support during and after the implementation phase is mandatory. However, vendor must ensure that their team members will be available on site at MWSC offices for the following stages:
a) User Acceptance Testing
b) Go Live
· Eligible vendors must possess strong communication skills and be able to effectively collaborate with MWSC stakeholders, including project team members, end-users, and management. Proficiency in English is required.

5. Registration Process
Interested vendors are required to register for the tender through the link Bidder Registration between 18th June 2026 and 21st June 2026. Further information and a soft copy of the tender documents will be shared with the registered vendors on 22nd June 2026.
