INVITATION FOR EXPRESSION OF TENDER (EOI)

REPAIR OF MAIN BERTH AT K. FUNADHOO TERMINAL

State Trading Organization Plc (STO) invites interested and eligible parties meeting the requirements set out in this announcement to submit written Expression of Interest (EOI) for Repair of Main Berth at K. Funadhoo terminal.

The shortlisted applicants will then be invited to submit a more detailed proposal through a restricted Request for Proposal.

1.     Criteria for Shortlisted applicants

1.0  The Applicant must have completed at least one (1) marine infrastructure project or a project of similar nature work, with a value not less than USD 1.5 million or equivalent within the last ten (10) years. 

1.1  Similar nature of Works will be as follows: 

1.1.1       Marine Piling Works

1.1.2       Breasting dolphin construction or rehabilitation

1.1.3       Marine fender installation

1.1.4       Marine reinforced concrete works

1.1.5       Underwater works / Diving operations

1.1.6       Execution within live port or fuel terminal environments

1.2  The applicant must not be a Blacklisted / Default/ Legal Customer of State Trading Organization Plc. or any subsidiaries of State Trading Organization Plc.

1.3  The applicant must not be blacklisted or debarred by the Ministry of Finance and must not have any unresolved issues with the Ministry of Economic Development or MIRA.

1.4  STO reserves the right to reject reference letters issued by companies that are blacklisted by STO and if STO confirms that a party registering is blacklisted by STO, or is affiliated with a blacklisted party, STO reserves the right to deny registration to that party.

1.5  If STO ascertains that the reference letters are forged or fabricated for work not actually performed, STO reserves the right, under this announcement, to deny registration to that party.

2.     Brief Scope of Work

2.0  Marine piling repair works.

2.1  Rehabilitation and/or reinstatement of breasting dolphins

2.2  Supply and installation of marine fender systems

2.3  Reinforced concrete structural repair and retrofitting

2.4  Underwater inspection and repair works

2.5  Underwater welding

2.6  Execution of works within an operational fuel terminal environment

2.7  Mobilization and operation of marine plant (crane barges / jack-up platforms)

3.     Marine Capability Requirements

3.0  Experience in overwater construction using barges or jack-up platforms

3.1  Experience managing marine weather constraints

3.2  Experience working within operational fuel terminals or ports

3.3  Experience in diving and underwater structural works

4.     Key Personnel Requirements

4.1  Project Manager – Minimum 20 years’ experience in marine projects

4.2  Construction Manager – Minimum 15 years’ experience in marine piling works

4.3  QA/QC Manager – Minimum 15 years’ experience in ISO-compliant marine projects

4.4  HSE Manager – Minimum 15 years’ experience in marine & terminal works

4.5  Structural Engineer – Minimum 10 years’ experience in marine concrete works

4.6  Geotechnical Engineer – Minimum 10 years’ experience in pile foundation works

4.7  Diving Supervisor – Minimum 10 years’ experience in underwater works

4.8  Surveyor – Minimum 10 years’ experience in marine surveys

5      Submission of EOI

1. The EOI shall be written and signed by the applicant or a person or persons, duly authorized by the applicant to submit the proposal.
2. The applicant shall submit their EOI via email to [email protected] clearly subjected “Repair of Main berth at K. Funadhoo terminal.”
3. Deadline for submission is 19^th March 2026, 2PM, Maldives Time.
4. STO may, at its discretion, extend this deadline for the submission of the EOI, in which case all rights and obligations of STO and applicants previously subject to the deadline will thereafter be subject to the deadline as extended.
5. Any EOI received by STO after the deadline for submission of EOI will be rejected.
6. The applicant may withdraw its EOI after submission, provided that written notice of the withdrawal is received by STO prior to the deadline for submission. No EOI may be modified after the deadline for submission of EOI.

6      Required Documents

-        Relevant Business Registration Certification: Relevant and valid Business Registration Certificate of the applicant.

-        Tax Registration: Relevant Tax Registration Certificate / VAT Registration Certificate (original copy and English translation where applicable).

-        Shareholder Identification: National Identity Card or Passport copies of all shareholders or owners of the business.

-        Business Profile: Company profile of the applicant: If the business is registered in the Maldives, the applicant shall submit the Business Profile issued by the Ministry of Economic Development.

-        Financial Capability: Audited financial statements for the most recent two (2) financial years. The financial statements shall include, but not be limited to, the following:

• Independent Auditor’s Report and Audit Opinion
• Statement of Comprehensive Income
• Statement of Financial Position
• Statement of Cash Flows
• Notes to the Financial Statements

- Project Experience: Reference letters, work completion certificates, or any supporting documentation issued in the name of companies, government entities, institutions, commissions, or other legally recognized organizations demonstrating the applicant’s experience in similar marine infrastructure works.

- Joint Venture / Consortium
If the applicant is participating as a Joint Venture or with multiple parties, A Memorandum of Understanding (MOU), or a Consortium Agreement shall be submitted. The agreement should clearly specify the lead party who will act as the main contracting entity and shall be responsible for the overall execution of the works.

- Key personnel: Curriculum Vitae (CVs) and relevant professional certificates of key personnel proposed for the project.
