REQUEST FOR EXPRESSION OF INTEREST

Human Resources Management Software (HRMS) Consultant

1- The Maldives Correctional Service (MCS) (the “Client”) intends to procure consultancy services for the design, development, and implementation of a Human Resources Management Software (HRMS) system to strengthen personnel management, operational transparency, and institutional efficiency within the corrections environment of the Republic of Maldives.
2- The selected Consultant (Individual or Firm) will work under the supervision of the designated MCS Project Manager. The purpose of the assignment is to design, develop, test, deploy, and hand over a secure, scalable, and API-first HRMS solution aligned with MCS infrastructure, security, and data governance policies.
3- The Maldives Correctional Service invites eligible and qualified applicants to submit their Expressions of Interest (EOI). Interested applicants must provide (a) a cover letter, (b) detailed Curriculum Vitae (for individuals) or Company Profile (for firms), and (c) supporting documents demonstrating qualifications, similar experience, and technical capacity to perform the services.
4- A Consultant will be selected in accordance with the evaluation process and criteria outlined in the Terms of Reference (TOR) and applicable procurement regulations of the Maldives Correctional Service.

The deadline for submission of EOIs is 24 February at 13:00 hrs. (Maldivian Time). Late submissions will not be considered.
