Male’ Water & Sewerage Company Pvt. Ltd, hereby announces Invitation for submission of Proposals for “Hiring 1x Cargo Dhoani on Monthly Basis for a Period of 1 Year”

Scope of Work

1. 1.      Service Provider

The monthly price should incorporate all the items in the scope below;

• Providing One cargo dhoani to MWSC on monthly basis for a duration of 1 year (12 Calendar months)
• Vessel must be operated by the service provider as per the schedule or instruction by MWSC
• The bidder must arrange captain and crews for the operation of vessel(s)
• Vessel must contain a valid Operating Registry, Sea Worthiness Certificate and Hull Insurance. And the service provider must maintain the validity of the certificates during the course of the contract duration.
• Vessel must contain all safety items as per the government regulations and cargo safety items such as cargo lashing belts, ropes, canvas etc.
• Securing the materials on the vessel using cargo lashing belts, ropes, canvas, pallets etc.
• Service provider must provide accommodation and food for MWSC’s supervisor during the trips.
• Vessel cannot arrange any trips from outside during the contract period and should only be available for trips and task of MWSC
• Vessel provided must have at least 95ft in overall length
• Vessel must have cargo hatches with accessible ladders to store materials
• During vessel breakdowns, the service provider must provide a similar vessel to MWSC immediately
• Vessel must have a minimum top speed of 10knots
• Service provider must agree to install MWSC operated tracking devices on the vessel
• Vessel will operate in the geographical waters of the Maldives only
• No waiting charge and no delay charges can be charged to MWSC by the service provider in any circumstances
• Fresh water and drinking water should be arranged to the vessel by the service provider

1. 2.      MWSC

Service provider cannot charge for the items below as these fall under the scope of MWSC:

• MWSC will arrange fuel (Diesel) for the vessels
• Loading and unloading will be arranged by MWSC
• Monthly fixed payment will be arranged by MWSC
• Cargo insurance for the cargo will be arranged by MWSC
• Quay-wall charges by harbours will be arranged by MWSC

Qualification Information & Requirement

Interested and eligible service providers wishing to provide cargo dhoani services for this project must meet the following requirements and submit the supporting documents demonstrating fulfilment of the requirements:

• Business Registration Certificate at Economic Ministry
• GST Registration
• Operating Registry, Sea Worthiness Certificate and Hull Insurance.
• Overall length of the vessel should not be less than 95ft
• At least 1 or more vessels should be in fleet excluding the proposed vessel in the bid. Extra vessels should also be minimum 95ft in length and must be a cargo vessel.
• Service provider must have a minimum of 2 years’ experience in vessel operations
• All the safety items required by the law, government regulations should be on the vessel
• Cargo securing materials (Ropes, cargo belts, full size canvas) should be on the vessel
• The vessel should be able to reach a speed of 10knots without load and should also be able to reach minimum of 7knots with full load.
• Captain of the vessel must have a valid operating license including valid Niyami and all crew members must have completed the necessary crew course.
• Apart from above, contractors may submit any documents, information that may be necessary to prove their qualification for the work.

Bid Security & Performance Guarantee

Each Service provider shall furnish a bid security in the amount of MVR 10,000/-. Successful service provider shall furnish to the Employer a performance Bank Guarantee in an amount equal to ten percent (10%) of the Contract sum within Fourteen (14) days of receipt of the notification of award from the Employer.
