ANNOUNCEMENT

Construction of a Residential Building at Hulhumale’ Phase 2

1.   Maldives Hajj Corporation Limited (MHCL) invites sealed bids from eligible and qualified bidders for the project titled ‘Construction of a Residential Building at Hulhumale’ Phase 2’, under Contractor Finance.

2.   International Competitive Bidding (ICB) will be conducted in accordance with the Public Finance Regulation of Maldives. Qualifications requirements are stated in the Bidding Document.

3.   Following guidelines and policies shall be applicable for these procurements;

- “Construction Industry Contractor’s Regulation” by Ministry of National Planning Housing and

Infrastructure

- Capping Policy (Policy Number: 2022/G-18) published by Ministry of Finance

- “Foreign Direct Investment Policy” by Ministry of Economic Development

4.   Interested bidders shall register with Maldives Hajj Corporation Limited , between 05^th January 2026  to 12^th January 2026 before 15:00hrs (local time in Maldives):

b)      Upon registration, payment details will be shared via email. A payment of a non-refundable Registration fee of MVR 30,000.00 (Maldivian Rufiyaa Thirty Thousand) or USD 2,000.00 (United States Dollar Two Thousand) should be made before 12^th January 2026, 16:00hrs (local time in Maldives)

5.   A complete set of bidding documents and related documentation will be mailed upon receipt of payment.

6.   The Bidder shall furnish a bid security of MVR 2,000,000.00 (Maldivian Rufiyaa Two Million or equivalent in USD) for the project. The Bid security shall be valid for 120 days from the date of bid opening

7.    Any clarifications to the project may be sent to the address in clause 9 of this invitation for bids announcement on or before 19^th January 2026 before 15:00hrs (local time in Maldives). Answers to all queries will be shared with all the registered bidders on or before 22^nd January 2026, 15:00hrs  (local time in Maldives)

8.    Bids shall be valid for a period of 120 days from the date of bid opening and physical sealed bid proposal shall be delivered as below:
