HIRING A CONSULTANT TO PROVIDE CONSULTANCY SERVICES FOR PREPARATION OF EMPLOYERS REQUIREMENT (ER) & PROJECT MANAGEMENT FOR STO VILLIMALE’ AMUSEMENT PARK PROJECT
State Trading Organization Plc. (STO) is pleased to offer registered parties in Maldives, the opportunity to submit proposals for hiring a consultant to provide consultancy services for preparation of Employers Requirement (ER) & Project Management for STO Villimale’ amusement park project.
1. Project Overview
1.1 Preparation of Employers Requirements (ER)
1.2 Project Management Consultancy (PMC)
2. The Eligible Tenderers are limited to:
2.1 The applicant must provide evidence of at least one (1) successfully completed project of a similar nature, with a minimum value of value MVR 250,000, completed within the last five years.
2.2 The applicant must not be a Blacklisted / Default/ Legal Customer of State Trading Organization Plc. or any subsidiaries of State Trading Organization Plc.
2.3 The applicant must not be blacklisted or debarred by the Ministry of Finance and must not have any unresolved issues with the Ministry of Economic Development or MIRA.
2.4 STO reserves the right to reject reference letters issued by companies that are blacklisted by STO and if STO confirms that a party registering is blacklisted by STO, or is affiliated with a blacklisted party, STO reserves the right to deny registration to that party.
2.5 If STO ascertains that the reference letters are forged or fabricated for work not actually performed, STO reserves the right, under this announcement, to deny registration to that party.
3. Eligibility of the proponent will be validated by:
3.1 Reference letter/work completion certificates or any documentation in the name of Companies/Government Entities/Institutions/Commission etc. (any legal or government entity) which proves bidders’ engagement in the preparation of Employers requirements, project management consultancy, or similar nature of consultancy services of comparable scale.
4. Required documents for registration:
4.1 Relevant business registration certificate.
4.2 Relevant tax registration certificate.
4.3 Memorandum of association (If applicable).
4.4 Articles of association (If applicable).
4.5 Business information sheet (Ministry of economic development).
4.6 Bank details.
4.7 Identity card / Passport copies of business shareholders / Owner.
4.8 MIRA Tax clearance report.
4.9 Work completion letters / Reference letters with attached Project Data Sheet.
5. Tendering Process
Registration & bid document: Tenderers can register via email to [email protected] along with the company certificates and documents required to verify the eligibility criteria.
Deadline for registration: 12th January 2026, 11:00hrs
ONLY Eligible Tenderers can participate in the tender.
A complete set of Bidding Document in English will be sent via email only to the parties who have successfully registered and are eligible under the tender.
