REQUEST FOR EXPRESSION OF INTEREST   

CONSULTING SERVICES – FIRMS SELECTION

Health Sector Development Project

Assignment Title:Consultancy Services for Design & Supervision of Hospitals on 3 Islands in the Maldives (Gn.Fuvahmulah, L.Fonadhoo and F.Nilandhoo).

1. The Government of Maldives has received financing from the Saud Fund for Development (SFD) toward the cost of Health Sector Development Project and intends to apply part of this financing for the Consultancy Services for Design & Supervision of Hospitals on 3 Islands in the Maldives (Gn.Fuvahmulah, L.Fonadhoo and F.Nilandhoo).  

2. The Ministry of Finance and Planning on behalf of the Ministry of Health (“the Employer”), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is stated in the Terms of Reference (TOR).

3. The consulting services (“the Services'') includes but is not limited to (i) Survey and Preliminary Design Stage (ii) Preparation of tender documents; (ii) Undertake and prepare the EIA report; (iii) Review of detailed design; (iv) Supervision of Contractors works.

4. A firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method in accordance with the procedures specified in the Saudi Fund for Development’s ‘Guideline for the use of Consultants’.

5. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

6. A more detailed Terms of Reference (TOR) for the project will be available on the Ministry’s website www.finance.gov.mv  from 30^th October 2025. Interested firms may obtain further information by writing to the address below. It is the bidder’s responsibility to verify the website for the latest information related to this Project.

7. Expressions of Interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 14:00:00 hours (Local Time) on 4^th December 2025.
