REQUEST FOR EXPRESSION OF INTEREST

(Project Number: TES/2025/C-005)      

1. Ministry of Finance and Planning invites interested firms to submit their expressions of interest in providing Consultancy Services for the Preparation of Rasmale’ Master Plan.

2. The objective of this consultancy is to develop a comprehensive Master Plan for Rasmale’ that ensures ecological sustainability, economic vitality and social inclusivity, while functioning as a climate risk-adaptive island planning model. The plan shall embed resilience across all dimensions of development.

3. Interested firms must provide specific information which demonstrates that they are fully qualified to perform the services (background of the proponent’s technical expertise, description of any similar assignments undertaken, experience in similar conditions, availability of appropriate skills among staff, value of those services etc.) The shortlisting criteria is set out in the Terms of Reference (TOR).

4. A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.

5. Prospective firms are requested to submit a letter of interest and a proposal that includes but not limited to the requirements outlined in the Terms of Reference (TOR).

6. The Employer will prepare a short list of consultancy firms based on the Expression of Interest (EOI)’s and detailed Request for Proposal (RFP) will be released to the shortlisted firms.

7. A more detailed Terms of Reference (TOR) for the project will be available on the Ministry’s website www.finance.gov.mv  from 5^th October 2025. Interested firms may obtain further information by writing to the address below. It is the bidder’s responsibility to verify the website for the latest information related to this Project.

8. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 14:00:00 hours (Local Time) on 14^th October 2025.
