Compliance Notice Issued for Unauthorized Overseas Programme Delivery

The Maldives Qualifications Authority (MQA) has issued a formal compliance notice to a Maldivian higher education institution found to be delivering various academic programme internationally without prior authorization. This constitutes a direct violation of national regulatory requirements. Additionally, the institution falsely claimed that the programme was accredited by MQA.

Regulatory Reminder to All Institutions

Under Regulation No. 2025/R-89, published in the Government Gazette on 10 September 2025, all higher education institutions in the Maldives are required to obtain prior written authorization from the Maldives Qualifications Authority (MQA) before delivering academic programmes internationally.

MQA confirms that no such approvals were issued prior to the enactment of this regulation.

Failure to comply with this requirement—or the dissemination of false or misleading claims regarding accreditation—constitutes a breach of the Higher Education Act and may result in penalties as prescribed by law.
