Terms of Reference (TOR)

Design and Development of the Official Website for the Football Association of Maldives (FAM)

1. Background

The Football Association of Maldives (FAM) is the official governing body of football in the Maldives, responsible for the promotion, development, and regulation of football activities at all levels. As part of its strategic communications and digital presence efforts, FAM intends to develop a modern, user-friendly, and secure official website that will serve as its primary digital platform for public communication, stakeholder engagement, and information dissemination.

2. Objective

The objective of this project is to design and develop a professional, dynamic, and easily maintainable website for the Football Association of Maldives. The website should:

● Reflect FAM’s brand and values.

● Provide up-to-date information on competitions, teams, news, and activities.

● Include an easy-to-use backend (CMS) for content updates.

● Meet the latest security, accessibility, and performance standards.

3. Scope of Work

The selected vendor will be responsible for the full design, development, and deployment of the FAM website, including but not limited to the following:

3.1. Website Design

● Develop a visually appealing and responsive website layout.

● Design a homepage and inner pages structure.

● Provide a draft sitemap and navigation flow.

● Ensure mobile responsiveness and cross-browser compatibility.

● Submit at least two design concepts for review and feedback.

3.2. Website Development

● Develop a Content Management System (CMS) that allows non-technical users to easily update content, images, news, etc..

● Build dynamic modules for:

○ News & Events

○ Profiles of Executive Committee and standing committee members

○ National teams

○ Galleries (Photo/Video)

○ Tournaments (Local & International)

○ Live score widget

● Search functionality and archive system.

● Integration with social media and multimedia platforms.

3.3. Content Proposal

● Propose the content structure and sections/pages for the website.

● Provide sample text for main sections (e.g. About Us, Competitions, Teams).

● Collaborate with FAM to finalize all content.

3.4. Security and Compliance

● Implement modern security practices (HTTPS, secure login, form validation, spam protection, etc.).

● Ensure compliance with GDPR or local data privacy laws.

● Perform vulnerability testing before go-live.

3.5. Training and Documentation

● Provide admin/user training to FAM staff.

● Deliver complete technical and user documentation.

3.6. Hosting & Deployment

● Assist with server setup and deployment (if hosted by FAM).

● If hosting is proposed, provide details on hosting plan, uptime, and support.

4. Deliverables

The vendor is expected to deliver the following:

● Website design mockups and layout structure.

● Fully functional and secure website as per the agreed specifications.

● Content proposal and final implemented content.

● CMS backend with admin access and training.

● Technical documentation and user manuals.

● Website deployment and support during initial launch phase.

5. Eligibility and Requirements

Interested parties must demonstrate:

● Experience in designing and developing professional/corporate websites.

● Familiarity with secure website development practices.

● Proven portfolio of similar projects (sports federations, NGOs, government bodies, etc.).

● Ability to propose creative design and user-friendly layouts.

6. Evaluation Criteria

Proposals will be evaluated based on:

● Technical approach and methodology. (15%)

● Quality of proposed design/layout. (30%)

● Experience and portfolio of the bidder. (15%)

● Proposed timeline and delivery schedule. (15%)

● Cost-effectiveness of the bid. (25%)

7. Submission Requirements

Proposals must include the following:

● Company profile and contact information.

● Portfolio of previous work (links or screenshots).

● Proposed website layout structure and design samples.

● Content structure proposal.

● Technical proposal including CMS and security details.

● Cost breakdown (design, development, training, support, etc.).

● Timeline and delivery plan.
