TECHNICAL ASSISTANCE TO SUPPORT IN REVIEW AND FINALIZATION OF THE WATER AND SEWERAGE ACT

A. INTRODUCTION

The Government of the Republic of Maldives represented by the Ministry of Environment and Energy (MEE) requires the services of a National Individual Consultant to provide Technical Assistance to support in Review and Finalization of Water and Sewerage Act.

B. OVERALL RESPONSIBILITY

The overall objective of the assignment is to provide technical assistance to review and finalize the water and sewerage act in Dhivehi.

C. SCOPE OF WORKS

The tasks to be undertaken by the Consultant under this outline Terms of Reference are to be undertaken in close collaboration with the Water and Sanitation Department, Environmental Protection Agency  and relevant stakeholders as necessary, and include but are not necessarily limited to, the following.

1. Conduct Review on the draft Water and Sewerage Act and all related acts, regulations, guidelines, polices and relevant documents in place related to the tasks.

2. Revise the Water and Sewerage Act as per the Preliminary Review.

3. Conduct internal stakeholder meeting for discussion and technical input.

4. Conduct external stakeholder meetings to discuss and finalize the revised draft water act.

5. Finalize the Water and Sewerage Act.

D. QUALIFICATIONS AND EXPERIENCE

1. Minimum LLB or higher will be an added advantage

2. Minimum 07 years of work experience in the relevant area.

3. Sound Understanding and Experience in drafting Legislative Acts, Legal Analysis and Assessment

4. Sound knowledge and understanding of national legislative system.

E. REPORTING OBLIGATIONS

The Consultant will work under direct supervision of the Director General, Water and Sanitation Department /MEE regularly on all aspects of the work carried out, unless otherwise advised.

F. SCHEDULE FOR THE ASSIGNMENT

Duration of the assignment is 60 days from the commencement of the works.

G. SELECTION CRITERIA:

Selection will be based on following Criteria

Note: A consultancy firm may apply to this assignment but should indicate the individual personnel as the National Individual Consultant as indicated in the request for proposal. Evaluation would be conducted to that individual only.

H. SUBMISSION OF PROPOSAL

The Ministry of Environment and Energy now invites interested eligible individual consultants to submit their CV, including information that demonstrates that they are qualified to perform the services (description of similar assignments and experience in similar conditions, familiarity with appropriate skills, etc).

A Price Proposal indicating the breakdown of all costs associated to the assignment. The Proposal should have a validity of at least 90 days period.
