PAPER MARKING SERVICES FOR BAR EXAMINATION 2025
Introduction: Bar Examination 2025
The Bar Council of Maldives (BCM) invites proposals from qualified service providers to deliver paper marking services for the 2025 Bar Examination. This service will support the fair and efficient evaluation of the Bar Examination, in alignment with international assessment standards.
Scope of Work
Duties under the contract will include:
- Develop the layout of the OMR sheets based on the design provided by the BCM
- Printing of the approved OMR cover sheets in the required quantity
- Safely package and deliver the printed OMR cover sheets to the Bar Council of Maldives;
- Scan the OMR cover sheets using appropriate scanning equipment and software, and capture the examination marks accurately
- Offer consultation and guidance on grading and marking processes.

Proposals must be received at the above address no later than 12:00 , 30 June 2025 (Monday). Late proposals will not be considered regardless of the reason.

All questions should be submitted by email (with subject line “RFP (number) Question”) to Mariyam Hudha, Exam Operations Manager, [email protected] no later than 12:00 PM, 24 June 2025. All Bidders will be provided with answers to questions asked by any one Bidder.
Evaluation Criteria
Qualifications of Bidder and if Bidder is an organization, qualifications chief staff members who will be working on the creation of the bar exam
- Level of prior experience in creating or supporting bar exams or similar qualifying exams for lawyers and/or on competency assessment exams;
- Overall costs to the Bar Council of the Maldives; and
- Competitiveness in pricing, including any timelines and guarantees.
Terms of Engagement
Following the selection process and contract signing, the start date of the consultancy will be jointly determined by BCM and the successful bidder.
