GENERAL PROCUREMENT NOTICE

1. The Maldives Industrial Fisheries Company Limited (MIFCO) has applied for financing in the amount of US$ 64.65 million equivalent from the Islamic Development Bank toward the cost of the Maldives Fish Sector Capacity Strengthening Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Government of Maldives.

2. The project comprises seven components: (1) Increasing cold storage capacity through the development of a 1000 MT Cold Storage with 50 MT Brine Freezing at Ihavandhoo and a 500 MT Cold Storage with 50 MT Brine Freezing at Addu Fisheries Complex to preserve fish quality and reduce spoilage; (2) Enhancing fish processing capacity by expanding the Kandu-Oiy-Giri cannery facility with a 35 MT Fish Processing Unit and Power Generation Upgrading, along with constructing staff accommodations at Felivaru (250 units) and Kooddoo (100 units) to ensure international living standards; (3) Capacity development, including training programs for MIFCO staff and stakeholders, sensitization of fishermen, developing a 10-year business plan, implementing an Enterprise Resource Planning (ERP) system, and strengthening the fish value chain through Reverse Linkage with Indonesia for expertise transfer; (4) Project management support through consulting services for supervision, procurement, and financial management, along with recruiting a project management specialist to coordinate implementation; (5) Financial audit of the project to be undertaken by the Auditor General’s Office of Maldives; (6) A Contingency Emergency Response Component (CERC) to provide financial flexibility for disaster-related activities; and (7) A provision for price escalation and physical contingencies to address unforeseen cost increases during implementation.

3. A brief description of Goods, Works, and Consulting Services to be procured shall be as follows: 

3.1.  Goods

The project will procure various essential goods to enhance cold storage, fish processing, and operational efficiency. This includes the design, supply, and installation of an Enterprise Resource Planning (ERP) system for MIFCO to streamline procurement, inventory, and financial management processes. The ERP system will be procured through ICB (Open) procurement method.

3.2.  Works

The project will implement several infrastructure works to increase cold storage and fish processing capacity across multiple locations. These include:

  • Design, Supply and Installation of Cold Storage & Brine Freezing Facilities
    • 1,000 MT Cold Storage & 50 MT Brine Freezing Facility at Ihavandhoo (ICB - Open)
    • 500 MT Cold Storage & 50 MT Brine Freezing Facility at Addu Fisheries Complex (ICB - Open)
  • Design, Supply and Installation of Fish Processing Facility
    • 35 MT Yellowfin Tuna Fish Processing Facility at KanduOyiGri (KOG) (ICB - Open)
  • Construction of Staff Accommodation Buildings
    • 250 staff accommodation units at Felivaru (3-story building) (ICB - Member Countries)
    • 100 staff accommodation units at Kooddoo (2-story building) (ICB - Member Countries)

3.3.  Consultancy Services

The project will engage consulting firms and individual consultants to provide expertise in supervision, capacity-building, and project management. Consultancy services will be procured using Quality and Cost-Based Selection (QCBS), Quality-Based Selection (QBS), and Individual Consultant Selection (ICS), depending on the nature of the service. Key consultancy services include:

  • Supervision & Monitoring
    • Consulting firm for the design, supervision, and monitoring of cold storage, brine freezing, and processing facility installations (QCBS - International Shortlist)
  • Capacity Building & Business Strategy
    • Consulting Services for Development of a 10-Year Business Plan for MIFCO (QCBS - International Shortlist)
    • Training to fishermen on improved preservation techniques (QBS - Shortlist of Domestic NGOs)
  • Project Management & Financial Oversight
    • ERP Implementation Specialist (ICS - International)
    • Financial Management Specialist (ICS - National)
    • Procurement & Project Management Specialist (ICS - Member Countries Shortlist)

4. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for the Procurement of Goods, Works and Related Services under Islamic Development Bank Project Financing (April 2019 edition, amended from time to time), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (April 2019 edition, amended from time to time).

5. Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB) or international competitive bidding – member countries (ICB/MC) procedures and for contracts for consultancy services will be announced, as they become available, in the IsDB Website, and on either the UNDB Online or DgMarket website, the Maldives Government Gazette, the MIFCO website, and the official social media platforms of Maldives Industrial Fisheries Company Ltd.
