Assignment Title:Training Providers to Conduct National Certificate Level Three Courses under ‘Future Ready Youth Program’.
The Government of Maldives has received financing from the World Bank toward the cost of the Maldives: Enhancing Employability and Resilience of Youth (MEERY) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes conducting comprehensive training programs for National Certificate III approved by the Maldives National Skills Development Authority (MNSDA). Each assignment requires minimum one key staff and is to be for 7 months duration.
The courses are:
- National Certificate III in Fitness Instructor
- National Certificate III in Jewelry Design and Manufacturing
- National Certificate III in Computer Hardware and Networking
- National Certificate III in Programming
- National Certificate III in Gardening
- National Certificate III in Water Sports Operations
- National Certificate III in Housekeeping
- National Certificate III in Airport Representative Services
- National Certificate III in Front Office Services
- National Certificate III in Barista
- National Certificate III in Waste to Wealth
- National Certificate III in Inventory Management
- National Certificate III in School Laboratory Techniques
- National Certificate III in Event Management
- National Certificate III in Phlebotomy
- National Certificate III in Makeup and Beauty Care
- National Certificate III in Art Skills
- National Certificate III in Tour Guiding
- National Certificate III in Guest House Operation
- National Certificate III in Cashiering
- National Certificate III in Company Administration
The detailed Terms of References (TOR) for the assignment are attached to this Request for Expression of Interest.
The Ministry of Higher Education, Labour and Skills Development now invites eligible Training Providers to indicate their interest in providing the Services. Interested Training providers should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Training Providers must submit expression of interest separately for each interested course.
The shortlisting criteria are as below (Please refer to the Terms of Reference for each course):
Eligibility Criteria:
- Must be registered to teach the respective course under Maldives National Skills Development Authority (MNSDA) – Compulsory
Qualification Criteria (Total 100 marks):
- Conducted the respective course in the last 5 years – 20m
- Conducted a course similar to the respective course in the last 5 years – 10m
- Availability of relevant equipment, tools and workshop required for training to conduct the practical sessions of the course – 30m
- Demonstrated knowledge of and ability to deliver high quality training and facilitating skills. (Submission of the firm’s portfolio is required to assess prior works) – 40m
Please refer to the Terms of Reference attached for each course for its respective shortlisting criteria.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Training Providers is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Training Providers may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Training Providers will be selected in accordance with the Consultant’s Qualification-Based Selection (CQS) method set out in the Procurement Regulations.

Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by 5th February 2025 (Wednesday) 1300 hours. Late submissions will not be accepted.
