INVITATION FOR EXPRESSION OF INTEREST (REVISED)

DESIGN AND PROJECT MANAGEMENT CONSULTANCY FOR THE DEVELOPMENT OF 15 STOREY MULTIPURPOSE COMMERCIAL BUILDING IN MALE’

The Invitation for Expression of Interest (EOI) Ref: 60-PRO/2024/393 is modified as set forth in this revised EOI. The original EOI Documents will hereby superseded, as this revised EOI will remain in full force and effect. Bidders shall take this revised EOI into consideration when preparing and submitting their EOI.

State Trading Organization Plc (STO) extends an invitation to interested and eligible companies that fulfill the criteria detailed in the accompanying Terms of Reference (TOR). These companies are encouraged to submit an Expression of Interest (EOI) for Design and project management consultancy (PMC) for the development of 15 storey multipurpose commercial building in Male’.

The eligible Parties will then be invited to submit a more detailed proposal.

1.     Asaguidance for the preparation of the EOI, please find the following attachedtothis notice.

a.      Annex 1:Terms of Reference

2.     Criteria for shortlisting applications. 

a)     The applicant must have successfully completed at least one project of a similar nature, involving design and PMC for a mixed-use commercial building, with a minimum value of USD 500,000 (five hundred thousand United States Dollars) or its equivalent, within the past ten years.

b)     The applicant must not be a Blacklisted / Default/ Legal Customer ofState Trading Organization Plc. or any subsidiaries of State Trading Organization Plc.

c)     The applicant must not be blacklisted or debarred by the Ministry ofFinanceand must not have any unresolved issues with the Ministry of Economic Development or MIRA.

3.     Submission of EOI.

a.     The EOI shall be type written and signed by the applicant or a person or persons, duly authorized by the applicant to submit the proposal.

b.     The applicant shall submit their EOI via email to [email protected] clearly subjected “EOI for Design, Project management, and Consultancy for 15 storey multipurpose commercial building”. 

c.     Deadline for submission is on or before 20th January 2025, 1600hrs, Maldives Time.

d.     STO may, at its discretion, extend this deadline for the submission of the EOI, in which case all rights and obligations of STO and applicants previously subject to the deadline will thereafter be subject to the deadline as extended.

e.     Any EOI received by STO after thedeadlinefor submission of EOI will be rejected.

f.      The applicant may withdraw its EOI after submission, provided that written notice of the withdrawal is received by STO prior to the deadline for submission. No EOI may be modified after passing of the deadline for submission of EOI.
