Request for Expression of Interest
“IP from the Ground UP” – Copyright training through Virtual Chat: Maldives Creative Economy
Introduction:
The Ministry of Economic Development and Trade invites interested local parties to submit an Expression of Interest (EOI) for the above-mentioned project aimed at advancing the Maldives Creative Economy:
a) This project will deliver copyright training in an innovative manner - through "virtual chat" that brings the IP perspective to the business and other concerns of Maldives artists, creators and entrepreneurs.
Key Objectives:
a) Bridging the IP knowledge gap by enriching the learning process with real-world applications of IP and conversations that allow for immediate explanation of complex IP issues and challenges in the local community.
b) Producing IP educational content from WIPO publications to increase awareness and utilization of WIPO resources
Key Details:
a) The project will be conducted jointly by the Ministry of Economic Development and Trade (MoEDT), World Intellectual Property Organization (WIPO) and the Ministry of Culture, Sports and Tourism of Korea, through a virtual chat conducted in partnership with local organizations and value creators from pre-production to production (including photographers, graphic designers, writers, stylists, etc.)
b) The episode is based on the following WIPO publications on (Audiovisual) Rights, Camera, Action! / From Script to Screen
c) The episode will feature 2 local artists / entrepreneurs, whose experience and views spark the conversation with IP experts and authors of the WIPO publications.
d) The episode will be broadcasted to an in-person gathering of stakeholders in selected countries all over the region including Maldives. The episodes will be pre- recorded in a studio, post produced, re-purposed and redistributed in different platforms to maximize audience reach globally by WIPO. Video snippets for on-demand viewing will also be made available.
e) Any entity that has not submitted an Expression of Interest shall also be allowed to participate in any subsequent submission processes that may be announced by the MoEDT according to terms and conditions that may be specified thereof.
Submission requirements of the Portfolio:
The EOI submitted shall consist of the following from film industry:
a. Contact Details: Name, address, telephone number, email address of the applicant
b. Entity/Individual Information: Details of the individual, individual firm, or company.
c. Primary Contact: Contact person with designation
d.Relevant Experience: Brief background/portfolio of previous creative projects/businesses undertaken.
Submission Details:
Interested parties are encouraged to submit their EOI by sharing their portfolio by 23rd January 2025 to [email protected], referencing “IP from the Ground UP” Further details about the project are provided in Annex I.

"IP From the Ground Up" represents WIPO's commitment to nurturing a global culture of innovation and creativity at the grassroots level supported by IP. It is a unique approach to deliver the message, knowledge and know-how of using and benefiting from IP. It complements the mainstream assistance programs, like distance-learning, mentorship programs and organizing conferences. In essence, the project will deliver copyright training in an innovative manner - through "virtual chat," that brings the IP perspective to the business and other concerns of local artists, creators and entrepreneurs. It is a fresh approach to talk about and teach IP in a more interactive and practical way, by sharing real-life experiences, examining specific issues and deep-diving to explore concrete solutions to challenges faced by stakeholders in their local environment. Thus, the title of the training is "IP From the Ground Up." By piloting this technique of engaging stakeholders, the Project seeks to attract more stakeholders to learn about, use and benefit from IP in their communities. A crucial element of the Project is to draw discussions from WIPO publications to ensure that the conversation is guided by authoritative, accurate and up-to-date knowledge and tools from the organization’s experts. It is also a way to bring the publications to life and inspire more people to use them. By blending expert insights, real-world examples, and interactive discussions—all rooted in WIPO's published materials—the project aims to make IP knowledge more enticing to a diverse audience. |
Project Deliverables |
Deliver 1 live chat episodes of 45 to 50 minutes with WIPO with 2 local creators from film industry value creators from pre-production to production (including photographers, graphic designers, writers, stylists, etc.) Create 3-4 video snippets per episode for on-demand viewing by WIPO. |
