REQUEST FOR EXPRESSION OF INTEREST
Subject: Social Protection and Welfare Consultant (International)
The Ministry of Law and Gender is seeking International consultancy to review social protection and welfare mechanisms, services and assistance available nationally, with a particular focus on vulnerable groups, in order to gauge their efficacy and relevance, and generate recommendations to streamline and systematise the mechanisms and services.
The assessment would be conducted nationally, with the assistance of international and local consultants. In liaison with the Employment consultant and local counterparts, the consultant will be responsible for the following
- Conduct a background review through secondary data and consultations with stakeholders of the existing social protection and welfare system, benefits and services
- Formulate the inception report including the methodology for the assessment
- Prepare the materials required for the fieldwork component of the assessment, such as questionnaires, interview outlines etc for service providers and beneficiaries
- Provide the necessary training to local consultants, research assistant and field interviewers for the coordination and implementation of the field work component of the assessment, including guiding the pre-testing of the field work materials and making necessary revisions
- Overseeing the field work of the assessment and providing troubleshooting
- Conducting data analysis
- Contributing to the report, particularly the content for the social protection and welfare mechanisms analysis
- Incorporating comments and submitting the final report.
The Social Protection and Welfare Consultant must meet the following qualification requirements:
- Postgraduate qualification in sociology, social policy, or related field
- Experience of more than five years in the area of social protection, welfare services, and working with vulnerable groups
- Extensive experience conducting research and writing reports in the social sector
- Strong written and communication skills
- Strong facilitation and training skills in social research
- Demonstrated ability to deliver to deadlines
- Strong team work skills
- Ability to take cultural sensitivities into account
The Ministry of Law and Gender, invites interested eligible individuals to submit their Expression of Interest (ED). Interested candidates must provide an updated CV including information that demonstrates that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills etc), a general proposal on how the applicant will undertake the assignment with suggested time-line and a proposed daily rate (in US Dollars).
The ED must be delivered to the below mentioned address by regular mail or emails no later than 1400 hours Maldivian time on Thursday 16th July 2015 with “Subject: Assessment of Social Protection and Welfare Services”
