Some information on the Objectives of the Project and Scope of work:

The consultant will identify government commitments relevant to MoSFD, in addition to reviewing the current state of pledge monitoring and reporting practices within the MoSFD, through desk reviews and consultative meetings. The consultant will breakdown key priorities into actionable steps timelines, resource needs. The consultant will also develop a results-based monitoring framework aligned with the government priorities, defining key performance indicators for each commitment. Additionally, the consultant will develop reporting and evaluation protocols for quarterly and annual progress. The consultant is expected to submit a comprehensive report documenting the framework, action plans, and recommendations for sustainability under the guidance of MoSFD as the final component of the consultation.

Salary

 

  • Inception report including a methodology, work plan and a timeline for the duration for the deliverables and activities of the consultancy.
  • Review of documents including Manifesto, Pledge Book, proposed Strategic Action Plan documents, policy documents, and best practices followed in other countries.
  • Identify goals, objectives, interventions/ actions, timelines, and progress of pledge completion along with gaps and challenges from the reviewed documents.
  • Draft the desk review report including recommendations and observations.
  • Conduct consultative meetings with the management of MoSFD, and relevant stakeholders to identify pledge monitoring and reporting practices within MoSFD, in addition to progress of pledge completion.
  • Include risk assessments and mitigation strategies for each plan
  • Define key performance indicators (KPIs) for each pledge
  • Establish protocols for quarterly and annual reporting
  • Submit a comprehensive report documenting the framework, action plans, and recommendations for sustainability
  • Break down key pledges into actionable steps, timelines, and resource needs.
  • Create a results-based monitoring framework aligned with national priorities.
  • Develop templates and dashboards for tracking and reporting progress.

 

Responsibilities

  • Master’s Degree in Health, Social Sciences, Information Technology, or a closely related field.
  • Minimum of 5 years of experience in a relevant field, such as data analysis, monitoring and evaluation, or program management, especially within large organizations or government institutions.
  • Proven experience in developing data collection tools and results-based Monitoring and Evaluation frameworks, specifically for large-scale projects or government agencies.
  • Strong understanding of evaluation methodologies for social policy or public sector programs.
  • Proficiency in data analysis and statistical software such as R or Python for effective data management.
  • Proficiency in data visualization tools such as Tableau or PowerBI to present complex data in a clear and accessible manner.
  • Demonstrated experience in writing detailed and comprehensive reports suitable for publication.

 

 

Qualification and Experience required.

6. Reference letters from current and/or previous employers.

Deadlines and submission of application

The consultant will be supervised by MoSFD.

 Reporting Requirements

The short-listed candidate will be requested to participate in personal interviews and submit the names and contact details of personal referees who can attest to their ability.

 

Shortlisting

An interview will be held between 19 November 2024-15 December 2024 at Ministry of Social and Family Development. Time will be notified by Email.
