The Secretariat of Hoandedhdhoo Council (hereinafter referred to as the "Council") is pleased to invite eligible local and international investors to submit their Invitation for Bids (IFB) for the development, operation, and management of agricultural land on Kannigillaa Island. This strategic agricultural zone offers significant potential for sustainable development in GDh. Hoandedhdhoo, and the Council seeks partners who are committed to contributing to the region’s agricultural growth and economic development.
Island Overview
Kannigillaa Island
- Total Land Area: 430,000 square feet (SQFT)
- Purpose: Development of agricultural activities, including but not limited to crop farming, poultry, and mariculture.
The Council envisions this land to become a model for sustainable agriculture and a key contributor to food security in the region.
Submission Requirements for Expression of Interest
Interested investors are required to submit a formal Letter of Interest for EOI submission deadline from the date of this announcement. The letter must contain the following elements:
Details of the Applicant:
- Individual, Company, or Consortium Profile, including:
- Full Name
- Title/Position
- Physical Address
- Email Address
- Telephone Number
- A brief overview of the applicant’s relevant experience, particularly in agricultural development and land management.
Acceptance of Lease Acquisition Cost (LAC):
The applicant must provide a formal statement accepting the obligation to pay the Lease Acquisition Cost (LAC) as part of the lease agreement.
Deadline for Submission of Expression of Interest (EOI)
- EOI Submission Deadline: 10th November 2024, by 13:30 hours (local time).

Information Session for Interested Parties
An online information session will be held for interested investors to provide detailed insights and clarify any queries regarding this project. Interested parties may register to participate in the information session before 6th November 2024 via [email protected] with contact number, email address and their respective company information.

All potential applicants are strongly encouraged to attend this session, as it will cover key aspects of the lease agreement, development expectations, and submission process for the bid.
Evaluation Process
Upon receipt of the EOIs, the Secretariat of Hoandedhdhoo Council will conduct a preliminary evaluation based on the background, experience, and financial capacity of the applicants. This initial evaluation is critical in ensuring that only qualified proponents move forward to the bidding phase.
Following the evaluation, selected proponents will be invited to proceed to the next stage and submit a full Bid Application for the development, operation, and management of Kannigillaa Island. The Bid Documents will be made available to purchase from the Secretariat of Hoandedhdhoo Council between 12th November 2024 until 20th November 2024.
