The Government of the Maldives has received financing from the World Bank toward the cost of the Sustainable and Integrated Labor Services (SAILS) Project and intends to apply part of the proceeds for consulting services. 

The consulting services (“the Services”) include enhancing the employability and career readiness of Maldivian jobseekers and students by providing expert career counselling services. These counsellors will offer personalized guidance and support, helping individuals make informed decisions about their education and career paths. By doing so, they will bridge the gap between education and the labour market, ensuring that jobseekers and students are well-prepared to meet the demands of the evolving job market and achieve sustainable employment. The duration of the assignment is 32 months from the date of signing the contract.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Ministry of Higher Education, Labour and Skills Development now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide a CV including information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Bachelor’s degree in psychology, education, human resources, or related field.
  • Minimum 5 years of related experience in career counselling. 
  • Previous experience in social work will be an added advantage.
  • Demonstrated exceptional communication and interpersonal skills. 
  • Knowledge of various career assessment tools and counselling techniques.
  • Demonstrated ability to work collaboratively within a multi-disciplinary team.  
  • Demonstrating excellent judgement and listening skills
  • Displaying empathy and highly motivated behaviour
  • Ability to handle stressful situations
  • Fluency in Dhivehi and English.
  • Proficiency in with Microsoft Office Suite, social media platforms such as LinkedIn, and use of various applications/databases. 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the selection of Individual Consultant method set out in the Procurement Regulations.
