REQUEST FOR EXPRESSION OF INTEREST

CONSULTING SERVICES – INDIVIDUAL CONSULTANTS

1. The Government of Maldives has received financing from the World Bank toward the cost of the Maldives; Atolls Education Development Project (AEDP) and intends to apply part of the proceeds for consulting services.

2. The Announcement no. (IUL)22-E/22/2024/342 published on 28th August 2024 was cancelled due to no application submission and a new invitation is open for the interested individuals.                       

3. The consulting services (“the Services”) includes all the tasks related to the Institutional Capacity Building on Assistive Technology for Teaching Students with Complex Learning Profiles (National Consultant). The assignment is to be for 03 Days.

4. The detailed Terms of Reference (TOR) for the assignment is attached with this announcement.

5. The Ministry of Education now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are:

A technical proposal (Methodology and implementation plan)

  • [10] points for demonstrating an understanding of the objective of the assignment in the context of the project
    • [10] points for proposed main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client and delivery dates of the reports
    • [10] points for work plan being consistent with proposed Technical Approach and Methodology

Qualification of the consultant

  • [10] Points for a Minimum Master’s degree in information technology or education/teaching or related field.
  • [10] Points for a Bachelors’ degree in information technology or education/teaching or related field.  
  •  [10] Points for a qualification related to information technology or education/teaching or related field which is above Master’s degree.

Experience of the consultant

  • [10] At least 5 years of teaching experience in schools/colleges related to information technology/assistive technology/educational web applications or related field.
  •  [10] If undertaken similar activities in the education sector of Maldives will be of an added advantage.

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

7. A Consultant will be selected based on the EOI submitted.
