MALDIVES CLEAN ENVIRONMENT PROJECT

Request for Expressions of Interest - Monitoring and Evaluation Specialist - 2^nd Invitation

The Government of the Republic of Maldives has received financing from the World Bank toward the cost of the Saafu Raajje - Maldives Clean Environment Project, and intends to apply part of the proceeds for the services of a full-time service of a:Monitoring and Evaluation Specialist

The objective of this assignment is to implement the Monitoring & Evaluation Strategy and Framework of the MCEP to monitor/evaluate the implementation of project activities in order to ensure all outputs are delivered effectively and in a timely manner.

QUALIFICATIONS AND EXPERIENCE

To be eligible for consideration for this position the candidate must meet all the requirements under either of the following criteria:

1. A master’s degree from a recognized university in either business administration, project management, project monitoring and evaluation or comparable academic preparation, and at least 5 years’ professional work experience.
2. A Bachelor’s degree from a recognized university in either business administration, project management, project monitoring and evaluation or comparable academic preparation, and at least 10 years’ professional work experience.

Added Advantages

-          Demonstrated experience in M&E system development and data analysis in the environment sector.

-          A demonstrated ability to rapidly acquire knowledge about the Project, project objectives, delivery mechanisms, performance indicators, and operation performance monitoring and evaluation requirements.

-          Experience in implementation of donor funded projects

-          Experience in a World Bank supported projects would be an asset.

-          Strong computer skills required (MS Word, Excel, Power Point, MS Projects etc.) and other relevant computer applications.

-          Good written and oral English and Dhivehi.

-          Strong communication skills and good interpersonal relations.

The successful individual must be willing to work for extended periods without direct supervision and travel routinely to islands within the project area.

In addition, the individual’s reputation of integrity and impartiality routed in independent from third parties shall be considered.

The short-listed candidate will be requested to participate in personal interviews and submit the names and contact details of personal referees who can attest to their ability. Only shortlisted candidates will be contacted for an interview.  

The Ministry of Climate Change, Environment and Energy thereby, re-invites interested individuals, who meet the requirements specified in the TORs to submit the following;

• Letter of Expression of Interest (EOI)
• Curriculum Vitae. The CV must contain all the past similar experiences in details
• Attested copies of educational and professional certificates. Copies of the educational certificate shall be taken from the original accredited certificates.
• Reference letters from previous employers
• Copy of the National Identification Card.

Application by a current civil servant must accompany a letter from the applicant’s current employer stating no-objection of releasing him/her from the job.

The successful candidate must understand the objectives and delivery mechanisms of the project’s portfolio. He/She will be flexible to emerging or changing conditions and undertake an initiative in his/her broad field of actions.
