REQUEST FOR EXPRESSION OF INTEREST

CONSULTING SERVICES – FIRMS SELECTION

The Government of Maldives has received financing from the World Bank toward the cost of the Maldives; Atolls Education Development Project (AEDP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes Consultancy Firm to Provide Training of Trainers in Secondary Science and Math. The assignment is to be for 03 months.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Ministry of Education now invites eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Interested consultancy firm should submit following documents (Firm qualifications):

1. Letter of expression of interest.
2. Registration document (Valid)
3. Company profile,
4. CVs of the proposed team members.
5. Evidence of projects completed successfully.
6. Past two years audit financial statement.
7. Evidence of institute capacity to meet the following requirements. 
   1. The company/firm/ institution must have a minimum of 5 years of experience in teacher training
   2. Must have at least 5 years of experience in development of curriculum resource materials for teacher training focused on science and mathematics education.
   3. Must have experience in teaching and learning related to secondary science and mathematics education.
   4. Experience in developing face to face and online teacher training modules focusing on active learning pedagogies and assessment.
   5. Must have proven ability to deliver high quality training, with excellent training and facilitating skills.

        Technical proposal and key staffs will not be evaluated at the firm shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the     association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification-Based Selection (CQS) method set out in the Procurement Regulations.
