Design & Consultancy for Extension of Office Building

1. State Electric Company Ltd (STELCO) wishes to re-tender the Design & Consultancy for Extension of Office Building (ref no: H-2014/184A dated 01.12.2014) due to the less response received. Interested and eligible Bidders shall submit their quotation in sealed envelope for the above mentioned tender. This Invitation for Bid is open for both local and international Bidders.

2. A complete set of Bidding Documents may be purchased by interested and eligible Bidders from STELCO’s head office in Male’, from 08^th January 2015 to20th January 2015 between 09:00 hrs to 15:00 hrs on all working days, upon payment of a non-refundable fee of US$200.00(United States Dollars Two Hundred only) or MVR 3,000.00 in (Three Thousand Maldivian Rufiyaa only) in cash or telegraphic transfer directly to our head office. Overseas Bidders shall pay additional US$50.00 (United States Dollars Fifty only) if they require the documents to be delivered to their mailing address. Documents shall be issued from 11^th January 2015 to20^th January 2015 between 09:00 hrs to 15:00 hrs on all working days.

• Only Bidders who purchase the Bidding document can participate and thus the document is not transferable.
• Those bidders who already have purchased the Bidding Document do not have to purchase the Bidding Document again.

3. The Bid Validity shall be minimum Sixty (60) days from the date of Bid opening. All Bids shall be accompanied with a Bid Security of US$1,250.00(United States Dollars One Thousand Two Hundred and Fifty only) or MVR 20,000.00 (Twenty Thousand Maldivian Rufiyaa only) which is valid for Thirty (30) days beyond the validity of the bid. The Performance Security shall be 15% of the Bid Price. Bid Security and Performance Security shall be either a bank guarantee letter (as per the format in the bid document), bank certified cheque or bank draft.

4. A pre-bid meeting shall be held on Wednesday, 21^st January 2015 at 12:00 hrs local time at STELCO Head Office, 2^nd Floor meeting room.

5. All Pre qualification bids shall reach STELCO head office on or before Thursday, 29^th January 2015 at 11:00 hrs.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                  

6. The documents shall be submitted in sealed labelled with bidder’s name, address and telephone number and marked as below:

• Only pre-qualified bidders are eligible for the bid submission stage. Bid Opening date will be informed to the qualified parties accordingly.
• STELCO shall not be liable for the misplacement or premature opening for the unlabelled sealed Bids.

7. Bids received after the due date and time stated above will not be accepted. The bidder shall submit the whole bid document. Any incomplete document will be disqualified. Bidders shall submit the bid document to STELCO head office (2nd floor meeting room) on the day and time of the bid opening. Bidders are responsible to deliver their bid documents to the designated place and time.

8. Pre qualification documents shall be opened on Thursday, 29^th January 2015, at 11:00 hrs, at STELCO Head Office, 2^nd Floor meeting room, in the presence of those Bidders or Bidder’s representatives who wish to attend the session.

9. - Important Note: It is in STELCO’s discretion to reject/cancel any bid which does not fulfil or comply the above terms, at anytime during the bid evaluation process. Also it is in STELCO’s discretion to cancel this invitation to bid at any time.
