INVITATION TO BID: FOR GRANT OF LICENSE TO USE A TOURIST REPRESENTATIVE

COUNTER AT IBRAHIM NASIR INTERNATIONAL AIRPORT,

REPUBLIC OF MALDIVES.

Maldives Airports Company Limited (MACL) wishes to invite interested eligible parties to submit bids to grant a license to use a Tourist Representative Counter at Ibrahim Nasir International Airport.

1.      LOCATION / ZONES FOR THE TOURIST REPRESENTATIVE COUNTERS AND THE MINIMUM MONTHLY RENTAL TO BE BIDDED

Location allocated for Tourist Representation Counters will be at the International Arrival Terminal of Ibrahim Nasir International Airport.

2.      ELIGIBILITY CRITERIA OF THE BIDDER

2.1.   The Bidder shall be a company registered at Ministry of Economic Development of Maldives and Licensed by Ministry of Tourism to operate a Resort, Hotel or as a Tour Operator/ Travel Agent.

2.2.   The Bidder must not have an additional counter leased at Ibrahim Nasir International Airport.

2.3.   The Bidder shall be operating a resort, hotel or a travel agency.

2.4.   The Bidder must be registered for TGST Return Receipt with the Maldives Inland Revenue Authority.  

3.      HOW TO PURCHASE THE BID BOOK

• A Bid Book will be sold to interested eligible bidders, upon submission of the following documents:

          -  A letter printed with the company’s letterhead, addressed to MACL requesting to purchase the Bid Book.

          -  Bid book purchase price (in cash).

          -   A copy of the company registration certificate.

          -   National ID card of the person who comes to purchase the Bid document.

• A non-refundable complete set of the Bid Book, each with a unique serial number will be available for purchase for MVR 2000 (Maldivian Rufiyaa Two Thousand Only), at the First Floor of the Commercial & Marketing Building (next to the south side of Meteorology Office), Maldives Airports Company Limited, between 0900hrs to 1530hrs on each working day from 24^th December 2014 to 31^st December 2014.
• A Bid may only be submitted by the party under whose name the Bid Book is purchased.  

4.      PRE-BID MEETING

A Pre-bid meeting is scheduled for 05^th January 2015 at 1000hrs at the Conference Room on the First Floor of Corporate Building, Maldives Airports Company Limited to provide additional information on the bidding process. All the parties that purchase the Bid Book are advised to participate in the Pre-Bid meeting.

5.      BID DUE DATE & BID OPENING

Bids duly completed in all respects should be submitted to Commercial & Marketing Building, Maldives Airports Company Limited, on 12^th January 2015 before 1000 hrs. The Bids shall be opened in the presence of the Bidders or their authorized representatives who choose to attend the Bid opening event, on 12^th January 2015 at 1015hrs. MACL shall inform all the parties that purchase the Bid Book, in the event of a change of venue or date for Bid opening, on or before 11^th January 2015.

6.      Evaluation Criteria

6.1.    Marks would be given to the Bidders based on the following criteria:

Evaluation Criteria applicable to Resorts and Hotels

-    Number of Rooms in the resort that are operated by the company – 25 Marks

-    Brand of Resort or Hotel – 15 Marks

-   Rental proposed by the Bidder – 60 Marks

Evaluation Criteria applicable for Tour Operators and Travel Agents

-   Tour Operator / Travel Agent’s Financial Performance and Number of years in

    active operation – 15 Marks

-   Rental proposed by the Bidder – 60 Marks
