RE-ANNOUNCEMENT- REQUEST FOR QUOTATIONS

Due to the change in scope, in response to the previous announcement dated on 14^th April 2014, Reference No: (IUL)438-PPIRS/1/2014/24), Ministry of Environment and Energy would like to cancel the bids submitted and now requests for new quotations from interested and eligible parties for the following item(s).

SPECIFICATIONS BY ITEM

ITEM 1: Portable recovery machine (220-240 V/50Hz) for HCFC/ HFC refrigerants with automatic shut-off (overfill protection) suitable for commercial, light industrial, and residential appliances.(Total Quantity: 10)

Oil-less compressor
Built in low and high pressure gauges
Automatic high pressure cut-out (safety control)
Low-pressure cut-off switch to turn off the machine at 15" of vacuum
Indicator lights (LED) for HP cut out, LP cut out & cylinder full
Overload protection
Replaceable inlet filters
Robust plastic/fibre housing with carrying handle
Minimum vapor recovery rate (R22) 0.25 kg/min
Minimum liquid recovery rate (R22) 1.6 kg/min
Self evacuation to ensure that refrigerants are not mixed when applying to other units
Inlet fitting 1/4" SAE
Set of three 1/4” SAE refrigerant hoses with manual shut-off valves 60” long
Instruction manual having operating and maintenance instructions
Meeting AHRI Standard 740-1998 or similar
Spare parts and consumables for one year of operation including:

- 1 set of 12 in-line filter

- 1 tube piercing plier & one piercing valve

- 2 spare gauges (one pressure and other compound)

ITEM 2: Refrigerant recovery cylinder 30 lb.(Total Quantity: 20)

30 lb. (13.7 kg) standard (e.g. DOT-4BA-400) refrigerant recovery cylinder with liquid level switch (80%), including 2 valves for liquid and vapour
Service Pressure Rated 400 PSI
Relief valve setting 600 PSI
Test Pressure: 800 PSI

ITEM 3: Same as ITEM 2 but 50 lbs (Total Quantity: 10)

ITEM 4: Servicing toolbox (in a carrying case) including: (Total Quantity: 10)

ITEM 5:Refrigerant recovery kit (Total Quantity: 10)

Electronic weighing scale for maximum capacity 50 kg with accuracy of ±0.015% of reading weight and no more than 10 gm. scale in both lb and kg
Electronic refrigerant leak detector for HCFC/HFC refrigerants. Minimum detection of 7g/yr leak rate. Audible and visual alarms from a cold cathode diode type sensor.
Micron Gauge with large LCD displays readings in microns - wide display range from atmosphere (760,000 microns/Atmospheric) down to 50 micron with inline filter which protects sensor. Low-battery warning indicator and auto shut-off for more battery life

ITEM 6: Two-stage rotary vacuum pump (220-240 V/50Hz) (Total Quantity: 10)

With 3.5-4 cfm displacement and blast facility and able to pull blank off pressure of 50 microns
Portable incorporating a carrying handle
Must include oil level indicator with easy oil change characteristics.
Ambient working temperature –5 to +50 degrees.
Spare parts and consumables for one year of operation including 4 pints of vacuum pump oil

Quotation shall indicate the following:

1. Price (Quotation shall indicate the unit price, total price for each item and total price of the quotation)

- Door Step Delivery Price

- Currency (If not stated, shall be assumed as Maldivian Rufiyaa).

2. Delivery period (Door Step Delivery) (In Calendar days).

- Quotation validity: Quotation validity shall be minimum 45 days from the date of quotation opening.

3. Company details: Shall submit company profile, registration copy, GST registration copy and contact details.

4. Documents of similar work undertaken

Quotation Evaluation Criteria for Technically Approved Bids:

All Quotations shall be evaluated on the following basis.

- Price 70 pts [(Minimum Quoted Price

- Delivery period (Door Step Delivery) 15 pts [(Shortest delivery period)

- Experience 15 pts (Shall submit reference letters of previous supplies for similar work).

The quotations shall be submitted in sealed envelope and addressed as follows:

Quotation Opening:

Quotation shall be opened on Tuesday, 2 September 2014, 10:00hrs, 1st Floor meeting room/Ministry of Environment and Energy, in the presence of those parties or their representatives who wish to attend the session.

Important Notes:

It is in Ministry’s discretion to reject/cancel any quotation which does not fulfil or comply the above terms, at anytime during the quotation evaluation process. Also it is in Ministry’s discretion to cancel this request for quotation at anytime.
Bidders shall quote for all the items.
