Consultancy Services for the Development of an Environmental Management Plan for Turtle and Mangrove rehabilitation Programme in L. Gaadhoo.
INTRODUCTION
Agro National Cooperation intends to procure the services of a consultancy firm/individual to develop an Environmental Management Plan (EMP) for Turtle and Mangrove Area in L. Gaadhoo.
SCOPE OF WORKS
The assignment includes the preparation of the Environmental Management Plan (EMP) for Turtle and Mangrove area in L. Gaadhoo.
The consultancy firm/individual shall furnish the EMP report through consultative process in accordance with Environmental Impact Assessment Regulations (2012) enforced by EPA of the Republic of Maldives and the Terms of Reference (TOR) provided in Annex 1. Consultation shall be made with, but not necessarily limited to, EPA, Ministry of Economic Development, Ministry of Fisheries, Marine Resources and Agriculture, Agro National Cooperation (AgroNat) and L. Atoll Council.
The tasks to be undertaken by the consultancy firm/individual under this TOR are to be managed by Agro National Cooperation:
- Undertake field observations and necessary stakeholder consultations and develop the EMP report as per the TOR provided in Annex 1.
- Submit the draft EMP report to AgroNat.
- Prepare the final report by considering the comments given by Stake holders.
- Submit the final EMP report to AgroNat. The report will be submitted to EPA by AgroNat on behalf of the consultant. Submission fee will be provided by AgroNat.
- Shall furnish any request by EPA for any additional information during the EMP reviewing stage until a final decision is made by the EPA.
- Submit the decision statements and the approved EMP reports to AgroNat.

ELIGIBILITY AND QUALIFICATION
To be eligible for this assignment,
1. The consultancy firm/Individual should submit full CV highlighting the criteria given below:
a) Bachelor’s Degree in Environmental Science/Environmental Management/Environmental Engineering or related field with minimum 05 years’ experience in the field of environment and 02 years’ task specific experience in preparing EIA or EMP reports. Postgraduate qualifications will be an added advantage.
b) Consultants should submit a copy of his/her EIA license along with a dated letter stating his/her association with the bidding party.
c) Demonstrate experience in performing the services (description of similar assignments, value of such assignments and decision statements issued by EPA for the completed assignments shall be furnished as evidence).
2. The proposed consultancy firm/individual must meet the criteria given in Environment Impact Assessment Regulation, 2012.
3. The duration proposed by the consultancy firm/individual should not exceed the requirement.
DELIVERABLES
- Draft EMP Report: The draft EMP report shall be submitted to AgroNat no later than 14 calendar days after the commencement of the assignment in accordance to the TOR provided in Annex 1 and in the general format and content of the EMP study given in Schedule E3 of the Environmental Impact Assessment Regulations (2012).
- Final EMP Report: The consultancy firm/individual shall produce the final EMP report by considering the comments made, if any, by AgroNat. The final EMP report shall be submitted to AgroNat, no later than 21 calendar days after the commencement of the assignment.
- Additional Information: The consultancy firm/individual shall provide any additional information requested by EPA and submit to EPA within 04 calendar days of receiving the request for additional information.
PAYMENT
Bid winning consultancy firm/individual shall be given an advance payment of 30% of the proposal.
Upon release of EMP Decision Statement from EPA as per EIA Regulations, balance 70% of payment will be given to the Consultancy Firm/Individual.
STANDARD OF REPORT
All documentation must be developed according to the guidelines provided in the Environment Impact Assessment Regulations, 2012 and its amendments and report writing guidelines provided by EPA.
DURATION
a) The duration of the entire assignment is 30 calendar days including the duration for the EMP approval and release of EMP decision statement.
b) A detailed work schedule should be given which demonstrates the commencement and completion date.
c) Providing additional information to AgroNat/EPA if required and follow up with AgroNat/EPA on EMP approval.

SUBMISSION OF PROPOSAL
As a precautionary measure against the spread of the global pandemic COVID-19, the tender for hiring an eligible party for ‘Consultancy Services for the Development of an Environmental Management Plan for Turtle and Mangrove rehabilitation Programme in L.Gaadhoo’, Agro National Corporation (AgroNat) decides to receive bids through email and bid opening to be held through a Zoom meeting.

Bid meeting will be held through Zoom on 02nd June 2021 at 1300hrs Maldivian time.
Bid documents should be password protected and emailed before the deadline.
Bid documents should be in PDF format and Zipped as a single file.
Password should be provided during the Zoom meeting to open the bid document.
Only parties who have emailed bid documents will be allowed to join the bid Zoom meeting.
