HCFC Import, Control and Management

The Government of the Republic of Maldives is a Party to the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer. In accordance with the decisions of the Parties to the Montreal Protocol related HCFCs (in particular Decision XIX/6), Maldives has to phase-out HCFC by 2020, with the exception of a servicing tail that is allocated from 2020 until 2025. It has been decided that the national annual import quota of HCFCs for the year 2021 will be combined with the import quota of the year 2022 resulting in a total of 3.36 metric tons.

In order to effectively control and manage the HCFCs imported to the Maldives, the government advertised (advertisement number (IUL)438-ENV/438/2020/255 (5th January 2021)) to award the HCFCs import rights for the combined years of 2021 and 2022, however due to no response, it has been decided to move forward with re-advertisement. The selected Party/Parties will be required to import HCFCs to the Maldives to meet the demands but within the annual import quota for the year 2021 and 2022, sales and distribution of HCFCs in accordance with an agreed approval process.

The Ministry of Environment now invites sealed bids from eligible and qualified bidders to import HCFCs for the combined years 2021 and 2022. Interested eligible bidders must provide information that demonstrates their ability to import, storage, sales and distribution of HCFCs in the Maldives (company profile, experience in the area of importation, handling and managing of refrigerants etc.), in accordance with the bidding document.

Interested eligible bidders may obtain further information from Environment Department during office hours and inspect the Bidding Documents at the address given below from 1000 hours to 1400 hours on week days.

Bids must be delivered in a closed envelope to the address below at or before 2nd february 2021, Tuesday at 1100 hours local time. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders’ or their representatives, who choose to attend in person at the address below on 2nd february 2021, Tuesday at 1100 hours. The bid validity period shall be sixty (60)days.
