INVITATION FOR TENDER – HIRE A CONSULTANT TO CONDUCT HR SKILL GAP ANALYSIS FOR STO.
Tenderers are hereby invited by State Trading Organization Plc. of the Republic of Maldives, to conduct a HR Skill Gap Analysis for STO.
This invitation is limited to registered parties in Maldives.
Expected deliverables
The following shall be the minimum deliverables;
- Comprehensive report
- Competency and skills index
- Identified skills gaps
- Recommendations on how to bridge identified gaps
- Training and development plan for 5 years based on the skill analysis
- Formulating a performance evaluation plan based on the specific job function.
- Formulate retention strategy / succession planning.
The Eligible Tenderers are limited to;
- Criteria for Eligibility;
Bidders should have successfully completed minimum 1 (one) similar nature of work:
Similar nature of work: HR Skill Gap Analysis / HR organization review / Development of Competency for an organization with minimum 500 staffs
Experience of the proponent will be;
- Reference letter/Materials received ONLY in the name of the Companies/Government Entities/Institutions/Commission etc. (any legal or government entity) for similar nature of work, successfully completed within the last 5 years.
- To assist in the assessment and eligibility of the bidder, STO may, at STO’s discretion, ask any proponent to submit any documents (including and not limited to some mandatory documents) for clarification and verification.
Tendering Process;

Registration and Bid Document: |
Tenderers can register via email, [email protected], along with the eligibility verification documents. Deadline for Registration is 13th January 2021, 1500hrs.
A complete set of Bidding Document in English shall be sent via e-mail on the 14th January 2021, only to the parties who have registered and are eligible under the tender.

Questions and Replies: |
Questions shall be type-written in English and shall be sent via email to the address specified below. Deadline for queries is17th January 2021, 1500hrs. Replies to questions will be given on 18th January 2021, to all those who have successfully registered under this tender

Tender Submission |
Documents should be mailed to [email protected] (NOT LATER than on 21st January 2021 at 1500hrs.) Submissions after deadline shall be rejected.
