Repairing and Anchoring Sea Water Intake Pipe

1. State Electric Company Ltd (STELCO) wishes to re-tender the captioned work due to change in information. STELCO invites sealed Bids from interested and eligible Bidders for the above mentioned tender. This invitation for bid is open for both local and international bidders.

2. Interested and eligible Bidders may purchase a complete set of Bidding Documents by emailing to the email mentioned below, during the following dates specified in the table below. Upon payment of a non-refundable fee of US$100.00 (United States Dollar One Hundred Only) or equivalent in Maldivian Rufiyaa, in cash or telegraphic transfer, documents shall be issued via email on all working days during the following dates mentioned in the table below

        3. Key Dates:

• Only Bidders who purchase the Bidding document can participate, and thus, the bid document is not transferable.

• Those bidders who wish to purchase and collect their bid documents online may send an email to [email protected] and Cc:[email protected] to get the bank details
• As this is a Re-tender of H-2020/69, bidders who have previously purchased the
  documents do not have to purchase again.

       4. Evaluation Criteria

All Technically Approved Quotations shall be evaluated on the following basis.

Points (pts) shall be given according to the formula below.

1.       Price: 70 pts [(Minimum Quoted Price) / (Quoted Price) x 70]
2.       Experience: 30 Pts (Considering the submitted reference letters in projects similar nature)
3.       Duration: Duration of this project is fixed to 8 months

TOTAL POINTS EARNED Maximum 100 Pts.

        5. Minimum Eligibility Criteria

Interested parties who have successfully completed 5 marine projects of similar nature or similar site conditions, within the last 03 years and each project worth not less than MVR 1.5 Million or equivalent in foreign currency are qualified to participate in this tender.

Documentary proof of such projects has to be presented with references.

The proposals, which do not meet above conditions, will not be evaluated. The verification of the minimum requirements may involve contacting directly with the owners of previous project completed by the bidders.

        6.The Bid Validity shall be minimum hundred (100) days from the date of Bid opening. All Bids shall be accompanied with a Bid Security of MVR 25, 000 (Twenty Five Thousand Rufiyaa Only) or equivalent in United States Dollar which is valid for Thirty (30) days beyond the validity of the bid. The Performance Security shall be 15% of the Bid Price. Bid Security and Performance Security shall be a bank guarantee letter (as per the format in the bid document), bank draft or an insurance policy.

        7. A pre-bid meeting shall be held on Thursday, 26^th November 2020 at 11:00 hrs local time. More details regarding the pre-bid meeting will be emailed to the bidders who purchase the bid document.

        8. All Bids shall be forwarded and reach the below address on or before Sunday, 10^th December 2020, at 11:00 hrs.

        9. The Bids shall be addressed as follows:

• STELCO shall not be liable for the misplacement or premature opening for the unlabeled proposals.

       10. Further instructions regarding the bid opening meeting will be emailed to the bidders who purchase the bid document.

11. It is in STELCO’s discretion to reject/cancel any bid which does not fulfil or comply with the above terms, at any time during the bid evaluation process. Also it is in STELCO’s discretion to cancel this invitation to bid at any time.
