- 1. Background
The Foreign Service Institute of Maldives (FOSIM) was established on 16 January 2014, under the administrative structure of the Ministry of Foreign Affairs, and formally registered at the Department of Higher Education, as a diplomatic training institute with the central aim of promoting efficiency and professionalism in the Maldives foreign service sector. The Institute conducts training on: enhancing knowledge and skills on foreign affairs, professional skill development and undertakes policy research; thus, helps in the creation of a vibrant foreign service cadre in the country.
- 2. Purpose of assignment
Ministry of Foreign Affairs is seeking a consultant to strengthen FOSIM as a reputed national Institute for nurturing a professional foreign service corps and undertake research on pertinent foreign policy issues.

- 3. Objectives
- Strengthen the administration and the programmes conducted at FOSIM
- Develop FOSIM as a Centre of Excellence in Policy research and analysis.

- 4. Major tasks to be accomplished;
- 1. to develop Foreign Service Bill related rules and regulations;
- 2. to provide specialized skill development training of foreign service officers and in-service career development training of mid-career diplomats and executives, as required by the changing needs of the foreign service;
- 3. to organize and conduct the foreign service exam and foreign service promotion exam;
- 4. to promote learning and acquisition of languages essential for a more effective and efficient diplomacy with bilateral and international partners;
- 5. to stimulate awareness and debate amongst government institutions on foreign policy issues facing the Maldives;
- 6. to undertake research and analysis on priority issues in the Maldives foreign policy; and
- to provide policy alternatives for the foreign policy process including goal setting, policy formulation, decision making, policy enactment, policy management, policy assessment and evaluation

Soft and hard copies to be submitted to Ministry of Foreign Affairs. Payments will be disbursed against acceptance of products, and against accepted deliverables at the end of every month.

Duty station: The consultant will be based at Ministry of Foreign Affairs.

- Qualifications or specialized knowledge and/or experience required
Following qualifications and /or specializations are necessary to be selected to the consultancy.
Academic qualifications:
- Minimum Bachelor’s Degree
Knowledge, skills and experience:
- Minimum 20 years of managerial work experience including supervision/training of staff
- Experience in conducting participatory workshops and facilitation skills
- Knowledge on develeopment of regulations, policies and training is an added advantage
Personal competencies:
- Ability to keep to tight timelines.
- Strong drive for results.
- Highly developed communication, networking and interpersonal relations
- Working with teams of diverse capacities.
Language competencies:
- Proficiency in written and spoken English
Consultancy fee: MVR 25,000/- (Twenty Five Thousand Maldivian Rufiyaa)
