REQUEST FOR EXPRESSIONS OF INTEREST

 

(MALDIVES URBAN DEVELOPMENT AND RESILIENCE PROJECT (MUDRP)

The Government of the Republic of Maldives has applied for financing from the World Bank toward the cost of the Maldives Urban Development and Resilience Project (MUDRP), and intends to apply part of the proceeds to acquire the consultancy services for Environmental and Social Assessment and Management Framework.

The consulting services (“the Services”) include assisting the Government of Maldives (GoM) to identify potential social and environment issues/opportunities of the proposed MUDRP and build in strategies to mitigate/enhance social impacts and environmental sustainability through the proposed interventions. It is expected that the Consultant would establish a strong core team of specialists. The estimated duration of this assignment is 6 weeks.

The detailed Terms of Reference (TOR) for the assignment will be available on the Ministry’s website www.plannng.gov.mv, interested firms may obtain further information by writing to the address below. 

The Ministry of National Planning and Infrastructure now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff). The EOI would be reviewed on the followings to prepare a short list:

  • Age of the consultancy firm in business
  • Availability of the key professionals
  • Availability of resources
  • Experience of the Consultancy Firm in similar tasks

 

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower.  

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification based Selection (CQS) method set out in the World Bank Procurement Regulations for IPF  Borrowers,  July, 2016, revised November 2017, revised August 2018.
