Institutional Development Consultant (Local)

The Government of Maldives (GoM) has received a credit from the International Development Association (IDA) towards the cost of the Maldives Public Financial Management Systems Strengthening Project (PSSP), and part of the proceeds of this credit is being used towards payments under the contract for an Institutional Development Consultant (Local) for the PSSP implemented by the Ministry of Finance (MoF).

In order to facilitate the achievement of objectives under the above mentioned project, the Ministry is seeking to hire a candidate for the position of a local Institutional Development Consultant to conduct an assessment and provide recommendations for development of MoF’s current strategic planning, human resources management, task monitoring and capacity building functions.

The Consultant shall carry out the following tasks:

  1. Formulate a Strategic Action Plan for MoF for the period 2019 – 2023
  2. Carry out a job analysis within MoF based on recommended organizational structure and formulate an HR Plan covering areas including but not limited to, staffing requirements for jobs within the structure, training plan and learning & development policies.  
  3. Develop policies, procedures and templates for monitoring and managing consultants within MoF, along with the formulation of a suitable reporting structure
  4. Provide recommendations, along with a workplan to establish an institutional framework for the Public Finance Institute (PFI)
  5. Provide a guideline on the process which MoF will be required to take in order to develop the PFI as a certified education delivery partner meeting ISO standard.
  6. Recommendations for additional tasks that will facilitate institutional development, which will be carried out after negotiation with, and agreement by the Permanent Secretary.

The Ministry of Finance, now invites interested eligible individuals to submit their Expressions of Interest (EoI). Interested Candidates must provide (a) a CV including information that demonstrates that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.)

The individual will be selected based on the qualification and experience, in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD loans and IDA credits and grants by World Bank Borrowers, of July 2016, Revised November 2017 and August 2018.

The Services are required from March 2019, for a period of 1 year.
